ENGINE ANALYZER FOR CORP. YARD
Reso. 85-284 NCS authorizing purchase of computerized engine and
gasoline, analyzer (diagnostic computer- system). for the Corporation
Yard through the City of Hayward bid process. The low bidder
($16 , 249.80) was Bear Automotive of Northern ' California, , a ~ Petal'uma
company. This purchase and the amount were approved in the 1985-86

GENERAL LIABILITY INSURANCE
.Council heard a status report on its insurance coverage . Premiums
have risen drastically-: $5 Million General Liability premium is $138,725
(includes Transit insurance) -coverage down from $15 Million premium
up from $82,.987; and $20 Million Airport Liability premium is $17, 500 -
coverage the same, premium up from $12,424. It was noted that
municipal insurance is becoming more difficult to obtain as a result of
the liberal judicial interpretation of degree of liability of municipalities
in lawsuits .

At the request of the Petaluma Board of Education, the City Council.
authorized closure, for one school semester, of the pedestrian crossing;
over Highway 101 between Kenilworth Junior High School and{ Stuart
Drive. This is in response to the problems that have been associated.
with the overcrossing . .. ~ '. w
APPEAL - 337 PLEASANT STREET ~~~
The:' appeal ~ is° fromf the Planning Commission denial of a use permit for
an accessory .dwelling on the ground floor of a house located at 337
Pleasant Street. Principal Planner Pamela Tuft reviewed the
application for "a temporary kitchen in the lower area of the-.:home 'to
~.._.w
provide a semi-private living .area 'for a person (single female:) that .
would pr-ovide in-home care for Mr. Berman's. 1S month ol'd .s`on'" and
the Commission's action to deny the- request. ~ It was noted the
installation of an efficiency kitchen unit had already been made `'witho'ut
benefit of a City permit. The hearing was opened. Dick Lieb,
architect, presented a letter describing the design of the hillside
house. Matthew Hudson, attorney, represented the appellant .Charles
Berman. His presentation included. showing several photographic slides
of the neighborhood and presentation of nine letters from residents of
the area in support of the use permit.

. ,~, .::assistance.. There being no one else wishing to speak, the hearing

After the Finance Officer's presentation, the public hearing was
opened. Dennis Milliken read the Petaluma Area Citizens' League
statement indicating there should be an environmental impact report on
the sewer .system. Other speakers were Bob Miller who asked if the
East Side residents were subsidizing the West Side residents' sewers.
Rose Eiserich reviewed her sewer bills for the last 5 years. Mel Hein
x, ~ ,.: apoke in opposition to the change.. Vince Landof asked where the
v ~',~ -cable television franchise fee goes and asked about the puddle in wet
weather at Payran and Graylawn. Ralph Sartori, representing the
~~., . ' P•.etaluma Cooperative Creamery which is the largest "industrial" user
of the wastewater facilities, pointed out that 40 of the wastewater flow
is industrial yet the "industrial" user fee increase is 69%.
("Commercial" user increase is 39 o and "Residential" user increase is
13$) . There being no further comment, the hearing was closed.

requested an amendment to the. unit .development plan to ,change's they 12
.one-bedroom units (which are not selling well) to 6 two-bedroom units;
and. to remove one 6-car carport. There also was a request to. revise
the unit development plan by removing the stand of eucalyptus trees
and replacing those trees with another variety of tree that.~does".not.
shed bark, .leaves and seed pods to the _degree. the eucalyptus . ,do.
John Gripe, who is employed by Qantas as well as being a member of
the Board of Directors for the Park Place VI homeowners' association;.
urged the- Council to approve the replacement of the eucalyptus trees
to save the homeowners' association ,costs related to clean-up from the
tree. debris . There -was .consensus that ,since the trees • were part of
the original development plan, they should remain; and, if the
homeowners' association feels the trees should be replaced at some
future time, they could apply ,for an amendment to the development
plan .

•s • :~-,- ~ :Upon hearing that the estimated completion date of the Keller Street
. -i~+T Parking Garage is now 'end of December'', the City Council asked Dale
,Ingram, Trent Construction, how the date change came about. He
responded that they were 'two months behind schedule' the moment the
- construction was begun and that they have gained a month. The
~, ;i,,~ contractor's representative said they will do everything they can to
., complete the project or make at least two levels of the garage useable
for the Christmas shopping season which begins November 27, the day
after Thanksgiving.
