SUBJECT: Resolution Authorizing Award'of Contract for Primary Influent Pump Station (PIPS) Duty Pump Replacement Project RECOMMENDATION It is recommended that the City Council approve the resolution authorizing the award of contract, for the PIPS Duty Pump Replacement Project to Bartley Pump, Inc. in an amount not-to-exceed $191,778. BACKGROUND • The Primary Influent Pump Station (PIPS), located at the site of the former Hopper Street Treatment Plant, receives and pumps all of the City's wastewater to the Ellis Creek Water Recycling Facility. PIPS is configured with two sets of pumps; one set of two small pumps handle "dry-weather flows"; and, a set of four large pumps handle"wet-weather flows." The existing dry-weather sewage pumps were installed in 1999,. and control operation modifications made in 2002. Currently the dry-weather pumps are out-of-service,and the larger pumps are operated at low speeds to convey dry weather flows. When running at reduced capacity, the large pumps cannot handle fibrous materials and require service to de-rag the pumps every 24-48 hours. Operation of these large pumps at such a reduced capacity is energy inefficient. Replacing the two smaller dry-weather pumps with modem sewage pumps will significantly improve the r1� overall operational efficiency and reliability of the station. City Council approved the purchase of two 60-horsepower pumps in November 2012. The subject project contractor will remove the existing dry-weather pumps and support and install the new pumps. The project includes new pump controls,instrumentation and installation of new automatic speed drives to increase reliability and efficiency of the pump station during dry weather operations. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits." Agenda Revie : City Attorne Finance Director City Manager 1 DISCUSSION Shifting dry weather pumping to smaller, 60 I-1P pumps,from the larger 450 HP pumps should result in annual energy savings of$80,000 - $100,000. It will extend the service life of the large 450 HP pumps by reducing annual run time by 90%. The cost to replace worn bearings and seals on one large pump in 2010 was $30,000. Recent vibration analysis of the other large pumps indicates similar repairs will be needed in the near future. The frequency of"de-ragging" will be reduced or eliminated by limiting the use of the large pumps to wet weather events only. Additionally, reducing the frequency of de-ragging pumps will shift approximately 450 man- hours per year back to plant operations. It will'significantly improve safety by reducing exposure to blood borne pathogens and infectious diseases associated with, staff de-rags the pumps and lifts rag carts from the pump gallery to the disposal bin at ground level. The Notice Inviting Bids was issued on December 13,2012. On January 16, 2013, six bids were received as follows: Name of Bidder Bid Total Bartley Pump, Inc. $ 191,778 Lowest Responsible Bidder Arnold Construction, Co. $ 200,000 Stiles Construction Co. $ 220,343 Pacific Infrastructure Corp. $ 233,600 Fort Bragg Electric, Inc. $ 251,485 Mark III Construction, Inc. $ 309,300 Engineer's Estimate $ 300,000 The lowest responsible bidder, Bartley Pump, Inc., has performed similar projects for the City of Rohnert Park, the Sonoma County Water Agency, and the Wikiup-Larkfield Sanitation District. Staff verified that Bartley Pump, Inc. possesses a valid Class A California Contractor's License, license number 200068, which expires on April 30, 2014, that qualifies Bartley Pump, Inc. to perform the work. Construction is scheduled to begin in April of 2013 and to be completed in July of 2013. Construction management and inspection will be conducted by City staff. FINANCIAL IMPACTS The total project budget for the PIPS Duty Pump Replacement Project (C66401201) is $574,000 of which $15,911.15 has been expended to date. Savings from the bid will remain in the project account until project closeout; at which time the balance will be returned to the waste water CIP fund. Location Map .;, 3 Attachment.1 ' RESOLUTION AUTHORIZING THE AWARD OE CONTRACT FOR THE PIPS DUTY PUMP 'REPLACEMENT;REPLACENIENT PiZOJECT WHEREAS, city staff has prepared construction bid documents and advertised for construction the Primary Influent Pump Station (PIPS) Duty Pump Replacement Project No. C66401201 ("the Project"); and • WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other'applicable law, City staff solicited bids for the Project; and WHEREAS, the project was bid on December 13, 2012, and six,(6) bids *ere received and opened on January 16, 2013 in accordance with applicable law; and WHEREAS,the lowest responsible bid for the Project was submitted by Bartley Pump, Inc. � p J by Y p� (Bartley Pump) from Santa Rosa, CA for $191,'778; and WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that Bartley Pump possesses a valid California Contractor's License, Class A, number 200068'that qualifies Bartley Pump to•p:erfor'm the Project; and WHEREAS, the funds made available are in the 2012/2013 wastewater collection system budget; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby: 1. In accordance with the City of Petaluma Charter and''Muncipal Code,•California Public Contract Code Section 20162 and other applicable law,.waives any and all non- conformance in the bid of Bartley Pump for the PIPS Duty Pump Replacement Project, Project No C66401201, finds the bid of$191,778'to be the lowest, responsive.bid and further finds that Bartley Pump is the lowest responsible bidder. ,;; 2. Awards the contract for the PIPS Duty Pump Replacement Project,.Project:No. ' , C66401201 to Bartley Pump in the amount of$191,778, the amount of the lowest responsive bid, conditioned on Bartley Pump's timely executing the project contract and submitting all required documents, including but not limited to,.executed bonds, certificates of insurance, and endorsements, in accordance with the'proj'ect bid documents. 3. Directs staff to issue a notice of award to Bartley Pump. 4.
