UGLY DOG CONTEST
The City Council heard a request to proclaim August 4 Ugly Dog ;D'ay.
The City Council concurred in the: request and asked the press to
publicize the annual Ugly Dog Contest which will be held that day:

Reso. 85-23 NCS granting the application of Susan an~d'~`uDoriald
Hauswald for one outside water connection for the property located at'
212 Chileno Valley Road (A.P. 020-.060-06) . Susan Hauswald ;advised
the Council they get 1 / 2 gallon of water a minute from their we1T
.during the summer months and requested permission to connectr'to City
water for residential use only. Several attempts by the HauswaTd's6'`to
drill for better water flow have failed. The City Council asked'~Mrs.
Hauswald to furnish the Planning Director with documentation relating
to the unsuccessful drilling attempts. The resolut-ion was introduced
by Lynn Woolsey., seconded by. Larry Tencer with the condition th,a_ t
the aforementioned documentation be submitted to the Planning Director
prior to issuance of the outside connection permit.

The Planning staff referred the request to the City Council for input.
After hearing a brief description of the location (Trouty .Lane and:
Petaluma Blvd. North) , the topography, the potential for water and
sewer connection, and the ingress and egress at Petaluma Blvd..
North, the City Council asked staff to submit a letter to, the,. County
Planning Department indicating the recommendation of the Council is to
..
incorporate to the greatest extent possible 'de'sign. standards that would
be compatible with Petaluma City standards (including private .drive
standards), should the area ever wish to annex to the City of
Petaluma. The Council asked staff to furnish them with a . copy of the
letter when it is ready to be forwarded to the County. .~"-.

ORDERING ANNEXATION - 85-4 DUFFEL . a;,
Reso. 85-238 NCS ordering the Duffel Annexation (located between Ely
Blvd South,.. Frates Road, Casa Grande Road and Adobe: Road) . -The
Assistant City Attorney Rich Rudnansky advised the City Council that
after the Local Agency Formation Commission approves an annexation,

there is a 35 day period during which the annexation may be protested
,; (during this 35 days, LAFCO holds all documentation) . After the
, j~a„ ., protest period has expired, LAFCO mails all documentation to the City
and directs that the City order the .annexation . If the City fails to
~rr>, ` ~~ act within 30 days of the LAFCO order, the LAFCO .:may refer the
annexation to the County Board of Supervisors who would then assume
authority for ordering the annexation. The resolution was introduced
by Roland Bond and seconded by Jack Cavanagh.

SANTA ROSA WASTEWATER - TOLAY VALLEY
The City Council discussed the activity of Congressman Bosco (Santa
Rosa) in Washington, D:.C., regarding his efforts to obtain passage of
a bill to fund the proposed project of sending treated wastewater from
the Santa Rosa drainage basin down past the City of Petaluma and into
the Tolay Valley for storage. The Council directed staff to prepare a
_,•. resolution supporting efforts for Federal funding of a project to
improve the wastewater treatment and end use for their effluent and
stating vigorous objection to any project that would place their
wastewater in the `etaluma drainage basin . This was scheduled for
