condition (previously imposed by the City Council) to install a five foot
landscaped strip. along. the west side of his property. Each...Councl'member

LIBERTY AND KELLER , ..
The City Council considered implementation of diagonal parking -on. Liberty
and Keller Streets from Washington Street to Prospect. The City Engineer
reviewed the proposal. The hearing was opened. Mr. Tom Hendrix~'of ..230
Liberty Street addressed the City Council on behalf of the.~residen~ts::and
requested the Council not change the parking . He presented a petition
containing 56 signatures who oppose diagonal parking. at those locat-ions.
There being no one else wishing to speak, the hearing was• closed.: -The
JCity Council took no action to change the parallel parking to .diagonal

Committee (SPARC) approval of changes to windows (reduction in . height
and shape from tall. Gothic to much wider rectangular shape) of a former
church building which is being remodelled for restaurants use.., ~';,-After
Planning staff's presentation, the public, hearing was opened. The. following
persons spoke on behalf of the applicant: Al Petri (applicant), Ken ~O''Hare
(applicant's architect) , Michael Scott .(owner) . Debbie Riddle and Jim:. Webb, -
spoke on behalf of the Heritage Homes' appeal and requested the City
Council require the owner to use window shapes in keeping. with the• design
of the old church. SPARC members Mark ' Sorenson and Byrori . Fauss.
explained the reasoning for the vote at their meeting . There being _no ~~one .

;;r.eport to indicate ,all the windows .may be of clear glass and they shall be
of the same sizes and proportions as the existing windows. Awnings may
be a part of the height measurement.

APPEAL -WINDOW DESIGN CREEKVIEW COMMONS
Reso." 85-1 NCS denying the appeal of Raja Development to provide
two-pane windows on the front elevation and single-pane windows on the
other elevations and requiring all windows to be two-pane. Following the
Planning Department presentation, the hearing was opened and. Jim O'Kelly,
representing Raja Development, addressed the Council in support of the
.7~appeal. Mark Sorenson of the Site .Plan Architectural Review .Committee
{ =.(:SP~ARC~} explained the SPARC vote: Councilwoman Woolsey arrived at 9:10

Councilman Tencer.

,The City Council was advised there are approximately $230,000 available. for
~r~~~the .next underg-round project. Councilman Cavanagh arrived at 9:35 p.m.
.?.~Projeets su.gges.ted for consideration were: Keller Street - $250,000*; Water
Street - $100,000*; East Washington $250,000*; or Casa Grande Road -
$25;0;;.000* (*-the rough cost figures , are the Pacific Gas . and Electric
Company figures) . The East Washington project would be at the end of the
flight; path for the new airport's runway and the cost would be shared by
the County on a 50:50 basis. Mike Warren, Manager of PGandE, also
.addressed the Council. After some discussion, the Council asked staff to
.research the impact of postponing undergrounding at the airport to another
year.

PARKING - PETALUMA MILL BOULEVARD LOT The City Manager advised
'that the City has received an offer from the Petaluma Mill who wishes to
i ~ maize;. the 18-space lot just off Petaluma• Blvd. for City enforced two-hour
parking during the time the Keller Street Garage is under construction.
Council consensus was to accept the offer.
STUDY SESSION TOPIC
__ It was suggested the Council have a study session on the conversion of
gasoline stations to .mini-marts..
COMMITTEE TO MEET WITH THE CHAMBER OF COMMERCE
Mayor Mattei appointed Lynn Woolsey, Roland Bond and himself to that
committee.
