Invocation: Rev. Michael Moore of the United Church of Christ' led ~ the
prayer.
The Pledge of Allegiance was led by Mayor Mattei.
Minutes - The minutes for April 16, April 22, May 6, May 8 and May '13,
1985 were approved with the following additions : Minutes of May 8.referred
to three-person subcommittee of the Planning Commission to meet regardi"ng
the General Plan Consultant proposals. Planning Director Salmons stated the
sub-committee consisted of Chairman Hilligoss and Commissioners Readl' and
Sobel. Minutes of May 13, 198b ahould indicate "the Council: indicated~'Ithe
Airport Advisory Committee should come up with .more alternatives -regarding
airport operation . "

which funds have been deposited with the City by the developer, an
agreement for perpetual landscape maintenance for which the first. increment
of funds have been deposited with the City in trust, and the low and
moderate income housing requirement which funds have been deposited with

.The Council considered the appeal received from Duffel Financial concerning
the •failure to the project to pass the Technical Rating Committee scoring.
'Th'e public hearing was opened. representing Duffel Financial
addressed the Council expressing the company's desire to move the.. project
:forward. The hearing was closed. After Council discussion of the
.procedures of the Technical Rating Committee, Vice-Mayor Bond made a
motion, seconded by Councilman Davis, a5 recommended by staff to send
- the Shelter Hills Village Single Family Subdivision back to the Planning

Memorial Park Cemetery addressed the Council, indicating that. there .was

CONCOURSE/TURNING BASIN DESIGN CONSULTANT
~~sT~le Council heard brief presentations from the following design consultant
,s-frets.: EDAW , Inc . , MFR Associates as associated with Barbour &
,~TAssociates, and Johnson-Guthrie Associates. Various illustrations were
~~,.provided +for Council. review. It was Council consensus to defer final choice
of a designer/consultant for the Concour-se/Turning Basin project until the
regular-ly scheduled Council meeting of June 3, 1985 session on~-the subject.

SCHOOL IMPACT FEES & EXTENSION OF BUILDING PERMIT SUSPENSION

.Resolution 85-153 N.C.S., suspending the issuance of building permits for
t~,r.new:. •~resdential dwelling units within the • geographic boundaries of the
`:r.Waugh and Cinnabar School Districts was considered. Councilman Balshaw
reported for the- committee that impact fees do need to be collected for .the
'Waugh./Cinnabar School Districts. Old Adobe School District is reviewing
the option of sharing school impact fees on hand with Waugh/Cinnabar
School Districts, which appears to be a feasible approach. The Committee
recommended the suspension of the issuance of building permits continue for
another 30 days, until June 20, 1985, unless rescinded prior to that date.

RESOLUTION 85-I54 NCS
' PARKLAND FEES
Resolution 85-154 N.C.S. establishing the fair market value of parkland and
the cost of improvements thereon was considered as was the staff report
submitted by Finance Director Boyer. After .discussion by the Council it
~wa~s the :consensus to revise the fees as submitted in the resolution to
i~.~establish the fair market value for parkland at $35,.000 per acre, retain the
,public improvement costs at $46,200 per acre and change turf and irrigation
system costs to $32,000 per acre. Introduced by Councilman Balshaw,
seconded by Councilman Davis. It was agreed the Council would hold a
study session to discuss the criteria for the establishment of parkland fees.

The City Manager submitted tentative dates for budget hearings as June 5
~~, at 3 ~ p . m . , June 10 at 7 p . m . and it consensus to add June 19th at 3 p . m .
Vice Mayor Bond cannot attend on June 5th. Additional dates will be
;agreed upon at a later time .
Councilmember Woolsey, Council representative on the Petaluma Library,
reported that Library usage has increased 11-Z$ during the past year.

Rainier Plan Line .
The Mayor announced adjournment to a closed session to discuss litigation.
