APPEAL -BOULEVARD BOWL USE PERMIT
The Council considered- the appeal received from Stephen Crook et.: tat" kr~i.'O
neighbors of the Boulevard Bowl., from the Planning Commission approval Hof ~~•:..~
a use permit for exp°nsion of the ,bowling alley.. Planning Director. Warren f
Salmons reviewed the proposal and the conditions of approval as adopted -by -~.i
the Planning Commission. The hearing was opened. Matt Hudson, .attorney
representing the Boulevard .Bowl, presented the proposed' compromis'e'=,_~
conditions that were the result of .negotiations with the neighbors.1 _ He j ~ .
submitted a petition with 1.08 signatures of persons in support of ~_ the ~~~-~ ,
bowling alley expansion. The discussion centered on the two matters that

had not yet been resolved, the question of construction of a fence across
~.; one developed Mission Street parcel in back of the bowling alley and the
. ' , •question of allowing parking at the rear of the bowling alley building .
Stephen .Crook, 65 Mission Drive, spoke on behalf of the neighbors as did
~: ~~ Tania Orloff. Joseph Mentor, a patron of the bowling alley, said he had
:;~.~?..root observed any four-wheel drive vehicle traffic behind the building (one
of the neighbors' concerns) and spoke for the expansion of the business.
•• ~Mr. Groci, owner of the establishment, said their peak hours are between
6:30 p.m. and Midnight. It was noted there are 17 arcade machines on the
.site, but the Boulevard Bowl has permits for only 14 arcade machines. The
hearing was closed at 8:25 p.m. and the matter was continued for two
'- weeks.

SCHOOL IMPACT FEE REQUESTS- CINNABAR & WAUGH SCHOOLS
.,.-',The Planning Director reviewed the material which had been sent to the
City Council. The Superintendent/Principal of Cinnabar School, Mr.
Vickers-Barr, said the County of Sonoma is collecting school impact fees
with all building permits issued for construction within the school district.
Currently the only Cinnabar School District lands that are within the City
of Petaluma boundary are fully developed, although there is a the
:possibility of an annexation at the end of Sycamore Lane at the cemetery
that would bring developable land ~wi~thin the City limits. It is estimated
this may result in construction of 52 units. Don Griffith, President of the
Cinnabar School Board and Linda Cruiser, member of the Cinnabar Site
Council, also requested favorable consideration of imposition of school
impact fees for that district.
:'Charles Carson, Executive Director of the Building Industry Association,
reviewed the studies the association has been making and noted that each
school district they have worked with finds a different 'preferred' solution
i : to the impact of new families moving into their districts.
Tom Robinett, President of the Waugh School Board, noted that district has
30 students now (capacity 40 students) and the district has considered the
possibility of increasing the school to accommodate up to 750 children. The
;Waugh School District will be impacted by the Capri Creek subdivision that
~E:,is currently in the City's approval process. The developer, Leonard Jay,
estimated there will be 56 residences constructed in this school district.
Robert Henry, attorney for the school districts, requested that the City
Council impose the school impact fee on issuance of building permits .

$5,000 Grant for Air Show
It was moved by Michael Davis, seconded by Vice Mayor ,Bond
that $5,000 be advanced to the Petaluma Area Pilots' Association
for the Labor Day Air Show. •

Airport Dedication Ceremonies
It was Council consensus that dedication ceremonies bey held Labor
Day weekend in conjunction with the air show.
Request for Proposals
After a considerable discussion, it was. moved by Viee Mayor
Bond, and seconded by John Balshaw, that requests for proposals
be circulated for a Fixed Base Operator and for an Exclusive
Food and Beverage Concession; that there not be a $3,000_'bid
bond' requirement included in the .request for proposals and ,that
the lease term not be specified in the .request.
