Study Session
The Department presentations were continued with Parks and
Recreation Director James Raymond presenting an overview of the
Parks, the Building Maintenance, and the Recreation Departments.
This presentation was followed by that of Public Works Director Tom
Hargis who reviewed the Engineering, Streets, Sewers, and Water
Departmental operations .
At 6:00 p . m . the meeting was recessed to 7:00 p . m .

Introduce Ord. 1 07 NCS. rezoning Capri Creek Subdivision from
R1-6500 and Flood Plain Combining District to Planned Unit
Development Flood Plain Combining District and Commercial Office Flood
Plain Combining District. The project is located in the vicinity of
North McDowell Blvd. immediately south of the Royal Oaks Mobilehome
Park .
The City Council directed staff to add a condition to the Conditions,
Covenants and Restrictions that indicates there is a Commercial Office
zoning district between the Capri Creek subdivision and McDowell
Blvd. so that future buyers of th.e condominiums will be advised of the
potential for commercial uses adjacent to the project.

Reso. 85-53 NCS approving the tentative map for Casa del Oro III, IV,
V, VI. The City Council discussed the need for participation in the
cost for traffic signal. The City Council also discussed the placement
of turf and irrigation in the common area and the need for a funding
mechanism to pay for maintenance. An assessment district was
suggested. Staff was directed to prepare the appropriate documents
for presentation at the time of the final map . Introduced by Larry
Tencer, seconded by Michael Davis.

Redwood Empire Chapter of the American Red Cross. The Red Cross

Restoration and Development Company. A condition of the transaction
is that the seller may buy back 30 parking spaces. for $1,971..00 per

Representatives of Brown and Caldwell presented an interim report on
the master plan study.

Assistant ity anager ene Beatty presented staff's recommendation
that Hughes, Heiss & Associates of San Mateo lie retained as
facilitators of a Council/Staff workshop to be conducted in the City of
Petaluma on Saturday, March 30.
At 11:45 p.m.the meeting was recessed to a closed session to discuss
litigation - County of Sonoma vs . S . Robert Connor, et al, Superior
Court Action 140250.
