This presentation was followed by that of Public Works Director Tom Hargis who reviewed the Engineering, Streets, Sewers, and Water Departmental operations . At 6:00 p . m . the meeting was recessed to 7:00 p . m . The project is located in the vicinity of North McDowell Blvd. immediately south of the Royal Oaks Mobilehome Park . The City Council directed staff to add a condition to the Conditions, Covenants and Restrictions that indicates there is a Commercial Office zoning district between the Capri Creek subdivision and McDowell Blvd. so that future buyers of th.e condominiums will be advised of the potential for commercial uses adjacent to the project. The City Council discussed the need for participation in the cost for traffic signal. The City Council also discussed the placement of turf and irrigation in the common area and the need for a funding mechanism to pay for maintenance. An assessment district was suggested. Staff was directed to prepare the appropriate documents for presentation at the time of the final map . Introduced by Larry Tencer, seconded by Michael Davis.
