The Pledge of Allegiance was led by Larry Tencer.
DEPARTMENT PRESENTATIONS
Police Chief Murphy presented the operations of the Police Department.
Fire Chief Lenz presented the operations of the Fire Department.
At 6:00 p . m . the meeting was recessed to 7:30 p . m .

Jack Cavanagh, Jr. , led the Pledge of Allegiance.
POLICE FACILITY
City Manager .Iohn Scharer reviewed the history of search for new or
expanded facilities to house the Police Department, including: the
studies done regarding upgrading the police facility on Bassett Street,
the proposal to purchase the 'old Sorensen funeral parlor' located at
Sycamore Lane and Petaluma Blvd. North, and attempts to obtain
unimproved land to construct a new facility. Architect Leroy Bean
answered Council's questions . The City Manager estimated the budget
to be $2 Millions . After a great deal of discussion which included but
was not limited to the need to complete the Rainier Avenue Highway
101 overcrossing, the importance of having space for evidence., the
emergency response time (no change from present as police officers are
assigned to 'beats') , funding mechanisms, and looking other
unimproved acreage.

The staff and Council discussed possible methods of funding a new
facility at the Sorensen site until 10:45 p . m .

MADISON MANOR SUBDIVISION COMPLETION
Reso.. 85-3 NCS accepting. completion of Madison Manor- subdivision
public improvements. Introduced by Vice Mayor Bond, seconded by
Michael Davis .

PRIVATE ACTIVITY BOND ALLOCATION
Reso. 85-37 NCS transferring a portion of the private activity bond
allocation of the City of Petaluma. Introduced by Larry Tencer,
seconded by John Balshaw.

COUNCIL COMMITTEE -CAPITAL IMPROVEMENT PROGRAM
Due to the lateness of the hour, Mayor Mattei appointed the following
Councilmembers to a committee to work with the Finance Officer on the
last item in the Capital Improvement Program for 19.84-85: Mayor
Mattei, Larry Tencer, Lynn Woolsey. _
COUNCIL/STAFF WORKSHOP
After discussion the Council voted as follows relating to intended
attendance at a workshop session with the Manager, Assistant
Manager, and Council: Councilmembers stating they would attend:
Balshaw, Davis., Woolsey, Tencer. Councilmembers stating they would
not attend: Cavanagh, Bond, Mattei. After more. discussion, the
Council reached consensus to schedule a 'Team Buildi ' session with
the department heads either the 23rd or the 30th of March . The City
Manager will submit the names of two consultants for the Council's
consideration at 'the February 25 meeting.

LOCAL AGENCY INVESTMENT FUND ~ ~ *~
Reso. 85-38 NCS authorizing investment of idle .funds in Local Agency
Investment Fund and further authorizes the Finance Officer,. City
Manager, City Clerk, Deputy Treasurer, and Assistant City Manager
to deposit into or withdraw monies from the Fund. Introduced by
Vice Mayor Bond, seconded by Larry Tencer.

The Mid-Year budget report was continued to a later Council meeting .
Mr. Bonbreckle, a member of the audience., addressed the Council
regarding freedom of speech.
The meeting was adjourned at 11:20 p.m.
