INTENT ABANDON PORTION OLD CAULFIELD LANE
Reso. 85-31 NCS declaring intention to vacate certain street
right-of-way along Caulfield Lane adjacent to the Lands of Joe Long
and setting hearing for Monday, March 4, 1985.

VACATE PORTION CAULFIELD LANE
a Reso. 85-32 NCS vacating excess street right-of-way adjacent
to Caulfield Lane - northwesterly side and adjacent to Lands of Tom
Caulfield.

VACATE PORTION PAYRAN STREET
Reso. 85-33 NCS vacating excess street right-of-way adjacent to Lands
of Tom Caulfield and near Lindberg Lane.

LAKEVILLE HIGHWAY PLAN LINE .
The area involved in the plan line actions includes Lakeville Highway
from .7 miles south of the intersection with Frates Road to the
intersection with Caulfield Lane. The proposal is to widen Lakeville
Highway to two travel lanes in each direction . .Mark Von Tagen of
Oberkamper and Associates, the plan line consulting firm, presented
the proposal as approved by the Planning Commission. Acceleration
lanes, turn lanes, noise barrier walls, traffic signals and access lanes
were discussed.
Recess - 8:40 to 8:50 p.m.
The public hearing was opened. The following persons spoke: Chris
Christensen (associated with Del Wilkensen of Lakeville Mini-storage
facility) ; Del Wilkensen (felt that Lakeville at Casa Grande would be
'over-sized' and there is no need for a third lane for left turns at that
location) ; the .Mayor noted two letters of opposition to the widening
were received from W . R . Hilligoss ; Kallie Bechler of 2034 Crinella
expressed concern about the safety of the Casa Grande/Lakeville
intersection; Patty Hilligoss of 15 Brown Court spoke in opposition to
creating a cul-de-sac on Petroleum Avenue (staff recommended that
Petroleum continue to have. access to Lakeville at this time) ; Brad Yost
also spoke on Mrs. Hilligoss' behalf; Jake Grey, owner of Royal
Tallow, spoke in support of not realigning the intersection of Casa
Grande/Lakeville into a perfectly perpendicular configuration. There
being. no one else wishing to speak, the hearing was closed.
Petroleum Avenue
The City Council consensus was to keep the Petroleum Avenue direct
access to Lakeville Highway (Balshaw, Cavanagh, Davis, Tencer, Vice
Mayor Bond, Mayor Mattei) .
Casa Grande Road/Lakeville Highway Intersection
The City Council consensus was to keep the configuration that
currently exists rather than constructing a perpendicular intersection
(Balshaw, Cavanagh, Woolsey, Tencer, Vice Mayor Bond, Mayor
Mattei) .

Frates Road/Lakeville Highway/Cader Lane
The City Council consensus was to keep the intersection
opposed to making the intersection a 90° configuration,
exception that Frates will be straightened out a small amount
vehicle maneuvering, and to cul-de-sac Cader ~ Lane
Cavanagh, Davis, Woolsey, Tencer, Vice Mayor Bond, Mayor

DOWNTOWN METER-FREE PARKING
Assistant City Manager Gene Beatty reported the following conclusions
from the meter-free trial period: "Project revenues, without meter
collection, will result in a shortfall of approximately $1,000 this year.
This deficit will increase as wage/benefit costs rise without a
corresponding increase in penalty assessments (fines) . Diligent
enforcement of the time zones is the best guarantee of parking space
turnover. With the increased attention to time zones, more spaces
seem to be available to the public. The extra spaces created by the
new parking structure*, plus continued enforcement of time zones,
should generate adequate parking availability downtown." *The
structure to be constructed this calendar year on the Keller/Western
parking lot. Council consensus was to retain the meter-free parking
and to re-evaluate the time zones after the downtown parking garage
has been completed.

TRANS/WEST NEG. DEC.
Reso. 85e 34 NCS approving the issuance of a negative declaration
pursuant to California Environmental Quality Act for the rezoning of a
ten-lot office condominium at 1580 East Washington Street. Introduced
by Vice Mayor Bond, seconded by Michael Davis.

SWIM POOL RESURFACING
Reso. 85-35 NCS awarding contract for resurfacing the Petaluma
Municipal Swim Pool to North Bay Painting, 2075 Silverado Trail, Napa
for the sum of $145,000. Introduced by Lynn Woolsey and seconded
by Jack Cavanagh.
