HomeMy WebLinkAboutCity Council Minutes 01/07/1985i5~ B Monday, January 7, 1985 Roll Call: NOON January 7, 1985 SPECIAL MEETING PETALUMA CITY COUNCIL 148.1 Present: Councilmen Balshaw, Cavanagh, Tencer, Vice Mayor Bond, Mayor Mattei OATH OF OFFICE City Clerk Pat Bernard administered the Oath of Office and presented the Certificates of Election to the persons elected to the City Council at the November 6, 1984, Regular Municipal Election. Newly elected to the City Council are Lynn Woolsey and Michael Davis. Re-elected to the City Council is Jack W. Cavanagh, Jr. COUNCIL APPOINTMENTS/LIAISON ASSIGNMENTS Mayor Mattei made a number of Council appointments and liaison assignments. A resolution confirming this action will be placed on the next agenda. OTHER ACTIONS After all the introductions, presentations, and photography were completed, the meeting was adjourned. Planning staff reviewed the application. The public hearing was opened. Bill Rhodes, Vern Hansen, Martin Gavrilof, James Sims, and Tom Baker, all of whom are downtown property owners and/or merchants, suggested that 159 Petaluma Blvd. North is not the appropriate site for such an establishment. It was recommended that a billiard parlor be placed where there is sufficient parkingnearby. Zoe Tumillo advised that the Chamber of Commerce does not support such a use on this site.. NOES : None ABSENT: None 151.1 Januar ?, 1985 ~~~~ Y LAKEVILLE HOME &' GOLF COURSE Mr. Wagstaff of Wagstaff & Brady, the planning firm that drafted the environmental impact report, reviewed the report and answered Council's questions. The public hearing was opened. Lucy Webb, Lucy Webb Realty, inquired about ownership of the area (it is owned by the applicant -Duffel Financial) . Jim Webb, 327 Howard Street, inquired about the impact on the Vallejo Old Adobe State Park and where the proposed "east side urban separator Sonoma Mountain storm water runoff bypass" would intersect this project (near Ely Blvd. South) . The public hearing was closed. RESO. 85-7 NCS LAKEVILLE HOMES & GOLF COURSE EIR Reso. 85-7 NCS certifying, approving and adopting the final environmental impact report and making findings with respect to adverse impacts in connection with the Lakeville Homes & Golf Course. Introduced by John Balshaw, seconded by Vice Mayor Bond. AYES: Balshaw, Cavanagh, Davis, Woolsey, Tencer, Vice Mayor Bond, Mayor Mattei. NOES : None ABSENT : None RESO. 85-8 NCS LAKEVILLE HOMES & GOLF COURSE GEN. PLAN Reso. 85-8 NCS adopting General Plan amendments redesignating property in the vicinity of Frates Road. The public hearing was opened. Van Logan of Duffel Financial, the developer; Kyle Phillips of Robert Trent Jones, the golf course designer; and Carl Wisser, the architect, spoke on behalf of the project. Kelly Becker of 2034 Crinella spoke in opposition to changing the project access from Frates Road to Casa Grande Road because of the negative impact that would have on the Casa Grande High School students. There being no one else wishing to speak, the hearing was closed. The resolution was introduced by Michael Davis and seconded by Lynn Woolsey.
