The Council considered the appeal received from Alma Barber from the Planning Commission approval of a use permit for 4 duplexes on lc`~'`~~ property located at Hayes and El Rose. Planning Director Warren " ' "~i. '~''~ Salmons reviewed the project. "' The public hearing was opened at 7 : 50 . p . m . The following persons spoke: Ms. Leoni, Bill Lane, Alma Barber, Ray Nizibian, Dr. Mattock, Phil Abbott, Dave Sisler, Dr. Leoni and Richard Thayer. The common concern of those speakers was the traffic in that. area was dangerous and unsafe for children. It appeared to be a feeling that the Council should not approve residences in the area but rather should approve additional medical facilities. Some Couneilmembers expressed concern about the potential increase in traffic if additional medical offices were constructed in the area. RECESS At 9:15 p,m. there was a five minute recess. When the meeting resumed the following persons spoke on behalf of the residences:: Lucy Webb, 'the property owner and Rick Smith., . a potential home owner of a duplex.:. Several Council members asked the City Attorney about the necessity of making findings along with' this action. ~ . L•~ After further discussion it .was moved by Mayor Mattei seconded by Councilman Balshaw to reconsider,. RESOLUTION 84-243 NCS APPEAL - 1326 ROSS STREET - SPONGBERG Planning Director Warren Salmons reviewed the project and described the reason for the appeal from the SPARC action to require a =mansard roof on the sides of the proposed building,. The hearing was opened and Mr. Sporigberg urged the Council to uphold' his request. After some .discussion it was moved by Councilman. , . Bond, Mayor Mattei NOES: Tencer ABSENTi None 1 1 October 1, 1984 117 RESOLUTION 84-244 NCS DIAMONDHEAD DENY APPEAL Mr. Jeff Lee, from Diamondhead, Inc. , addressed the Council regarding the various conditions recommended by the City for reducing .. . ,the age at Diamondhead Condominiums from 62 to 55 . Among the things he mentioned were Multiple Listings with the realtors in the area, and obtaining several Sonoma County Housing Authority Section 8 housing subsidy tenants. He discussed the problems they have encountered with financing and refinancing . He also said they are continuing their efforts to obtain a sufficient amount of additional ~~~ ~ property nearby in order to increase the number of parking spaces by 27, including offering the neighboring property owner a trade of a condominium for the additional parking. He concluded by requesting the Council consider reducing the minimum occupant age limit to 50. After some discussion it was moved by Vice Mayor Bond seconded by .,~ : r .~ . Councilman Balshaw to deny the appeal and leave the minimum occupant age at 62. AYES: Perry, Battaglia., Cavanagh, Balshaw, V.M. Council consensus was to continue to support the construction of a third lane to Novato and to continue to try to obtain Northwest Pacific ., ~a:. right-of-way for transit purposes.. INNER-HARBOR COMMITTEE APPOINTMENT Mayor Mattei appointed ..Vice Mayor Bond and Councilman Balshaw and Cavanagh to the Inner-Harbor Committee. RENT CONTROL COMMITTEE Mayor Mattei appointed Councilman Tencer to replace Councilman 1aa. Harberson on the Rent Control Committee. ~, .
