HELEN PUTNAM COMMUNITY ROOM AT LIBRARY
Dorothy L. Bertucci, Council appointee to the Petaluma Library
.Advisory Board, and Vice-Chairman of the Sonoma County Library
Commission addressed the Council. She stated that the Petaluma
Library Advisory Board had voted unanimously to request that the
Library's Forum Room. be renamed the HELEN PUTNAM COMMUNITY
ROOM . Introduced by Vice-Mayor Bond and seconded by
Councilman Balshaw.

RESOLUTION NO. 84-194 NCS
SONOMA COUNTY JUNIOR MISS PAGEANT
Ms. Patricia D. Fitzgerald addressed the Council requesting the
City contribute $500 to the Sonoma County Junior Miss Pageant.
Resolution No. 84-194 N.C.S. authorizing a contribution in the
amount of $500 to the Sonoma County Junior Miss Pageant.

addressed the City Council endorsing the alternative concept of
"In-Lieu Fees" as a means of providing .for 'the needs of low and
moderate income families and suggesting a revision to the schedule.

Mayor Mattei appointed a Committee composed. of Viee-Mayor Bond,
Councilman: Balshaw andhimself' to work with staff and a committee
selected by the Building Industry :Association on this subject and.
report back to the Council in order to provide an equitable broad,
base program for in-lieu housing fees in connection with the
affordable housing program in approximately 120 days. ~

SALES AND USE TAX.
Ordinance No:. 1-5.87 N . C . S . amending the Petaluma Municipal Code
Sections 4.16.020C, 4.16.040 and 4.16.100 relating to Sales and
Use Tax and imposing a 0.975 percent tax effective October I, .
1984, was introduced by Vice-Mayor Bond, seconded ~ Eby
Councilman Perry and adopted as an. •urgency measure by ~~the~

STAFF REPORTS
City • Engineer, Thomas Hargis, reported. to the City Council that
the wastewater irrigation system has been experiencing problems,
and that modifications were being made in the logic function of the
computer system to eliminate "surging" in the pumping• action. •'He
will continue to keep the Council .informed as to •progress • of •the
.wastewater project. •
CITY COUNCIL REPORTS ~ •
Councilman Harberson reported that he and Councilman Cavanagh
attended the recent meeting of the Redwood Empire Division of
the League of California Cities . The Redwood Empire Division -
had made a contribution to the Helen Putnam Scholarship Fund,
as had the League of California Cities . • . __
