RESOLUTION #84-123 NCS
COMMENDATION PETER VITALI
Resolution 84-123 N.C.S. commends Peter Vitali for_ courageous
action during an emergency. On May 19, 1984 when he found a
young man whose clothing was on fire, Peter stopped his vehicle
and rendered assistance in extinguishing the fire by having the
boy drop and roll on the ground: The Resolution was introduced
by Councilman Battaglia and seconded by Councilman Balshaw.

CHAMBER OF COMMERCE ECONOMIC PROFILE PACKET '
Terre McRae, Executive Director and Zoe Tumillo, Petaluma Area of
the Chamber of Commerce, formally presented 'the newly completed '
Economic Profile Packet which is prepared for businesses who are
considering moving to Petaluma.

URBAN ASSISTANCE'' TEAM PROGRAM
The American institution of Architects 'has developed a process -
analysis team project to help .Americancommunities by' bringing- in
• an interdisciplinary team of the best- available p"rofessionals drawn
from across the nation who would respond to a comrnunitys
invitation to listen to its citizens perception of their issues and
study the. local contexts as a basis for making recommendations for
the future development of the City. Architect Leroy Bean
described the process and' asked the Council if they were -
interested in participating in such a study in Petaluma. '
Councilman Bond arrived at 7:30 P . M .

The actual study process consumes on long weekend. On Friday ,
the team tours the area, and takes testimony from any groups
interested' in participating. During the remainder of the weekend .
architects, economists, engineers and students also study the.
town . On Sunday the team compiles the information they' have
gathered., writes the report, sends it to print, Monday night- the
presentation is made to the Community. It takes approximately ten
weeks to prepare for such a team weekend and members of the ~~
team are usually from out of State. The City Council expressed ~' ~.
their interest in pursuing this project. ___

DENYING THE APPEAL OF WILLIAM ROYALL - 1115 Santa Barbara
The Council denied the appeal of William Royall who had applied
for a use permit for an accessory dwelling on 1115 Santa Barbara.
Mayor. Mattei opened the Public Hearing. Staff described the
project. Mr. Royall answered Council's questions and Mrs.
Skinner of 1112 South McDowell spoke against the project stating
the .neighbors had signed a petition expressing their opposition to
the use permit for the accessory building. Mr. Royall presented a
petition signed by 33 neighbors supporting the accessory
dwelling. Council was advised. that the neighbors immediately
bordering the property had expressed their opposition to the use
permit. Their being no one else wishing to speak the hearing was
closed. The motion was introduced by Councilman Battaglia and
seconded by Councilman Bond to deny the appeal without predujice
based on neighboring disent.
