MINUTES The May 7, 1984 minutes were amen~ed as follows: "Page 3, Resolution No. 84-89 NCS, correct vote as follows: 1 AYES: Perry/Bond/V.M. Harberson/Mayor Mattei - NOES: Cavanagh/Balshaw ABSENT: Battaglia Councilman Harberson presented the Council with a plaque for best •~ attendance from the Redwood Empire Division League of California Cities . " Councilman Harberson arrived at 7:15 p.m. The May 14, 1984 minutes were amended 'as follows: "Resolution 84-95 NCS authorizing sole' source purchase of playground equipment. Councilman Cavanagh wished the minutes to reflect his concern that this was proper procedure . Harberson/Mayor Mattei NOES : None ABSENT: Perry/Battaglia May 21, 1984 59 LAKEVILLE BUSINESS PARK/ CADER ASSESSn![ENT DISTRICT #17 City Manager .John Scharer advised the Council that negotiations are on-going with a possible new developer of the Lakeville Business Park./Cader: Assessment District. that might undertake the project. He also advised the Council that two actions would be required in connection with the development as follows : a resolution to reject all bids received for the project and a resolution to abandon the project in order to clear the decks for any new developer. .The City Manager 'indicated that a new developer might be seeking various avenues for financing, one of which could conceivably be an assessment district. Assistant City Manager Beatty reviewed the recommendations in thee.., previously submitted report on mobilehome space rent,, dated May 4, , 1984, and in ad`d'ition noted that some mobilehome parks have raised rents above the CPI from 1982 to 1984. After discussion, it was, agreed that ~ the Council Committee, composed of V.M. Harberson, Councilmen. Balshaw anal Bond, will meet with mobilehome park owners and representatives. of tenants in order to develop a rent control. mechanism that is enforceable. as soon as possible. The resolution submitted to the Council was reworded to eliminate the word. "reconsider the adoption" ~ . and provide for the adoption of a "binding procedure to review rent increases" . The resolution was expanded to direct staff to continue ,~~. meeting with. the' Council Committee, park owenrs and tenant +. associations to develop a formal binding procedure for rent control of '~`i~ mobilehome park spaces , to be brought back before the Council. .. 1; Resolution #84-106 NC'S introduced by V.M. Harberson/Mayor Mattei NOES.: None ABSENT: Perry/Battaglia RECESS The Council recessed from 8:20 to 8:30 p . m . 1 May 21, 1984 61 APPEAL -DENIAL TO REZONE UPHAM/STANLEY NEIGHBORHOOD The Petaluma Planning Commission, at its April 24, -1984, meeting denied Sharon and David Brown's application to rezone the Upham/Stanley Street area from R-C (Compact Residential) to R-1 6500 (One-Family ..Residential) . Subsequent to the Planning Commission meeting, the applicant indicated a desire to reduce the area to be rezoned as an alternative to the original application. Councilman Perry arrived at 8:40 p . m . Community Development and Planning Director Freitas reviewed. the staff report and displayed illustr. ations of teh subject area.. The public hearing was opened. Sharon Brown read a letter requesting the matter be re-opened to request rezoning of a smaller area from R-C to R-1-5000. Mr. Tom Ellis spoke in favor of current zoning. Mrs . Rosalie Webb spoke in favor of current zoning . The Public hearing was closed. Councilman Bond. made a motion, seconded by Councilman Cavanagh the appeal of Sharon Brown be denied. AYES: Bond/Cavanagh/Balshaw/V.M. Harberson/Mayor Mattei NOES : None ABSENT: Battaglia ABSTAIN: Perry (owns property in vicinity) It was Counc'il's decision to return the new request for rezoning from R-C (Residential Compact) to R-1-5000 to the Planning Commission inasmuch as this is a new application . Councilman Harberson made a motion, seconded by Councilman Bond that the Planning Commission consider the new application to rezone a substantially area in the Upham/Stanley Street area from R-C (Residential Compact) to R-1-5000.
