Representatives of the Redwood Empire Dental Auxiliary, Patty Blount, Dee
Steigner and Jan Circone., presented baskets of fruit to the Councilmen as
an example of acceptable snacks from a dental health standpoint.

Mayor Mattei proclaimed the week of February 21 as Women's History Week.

regarding annexation, and" noted the development- was formerly referred to '
as 'La Cumbre' . Sonoma Highlands, located .between the extension of
.
Western and 'D' streets and. the County Park which is also referred' to as
the old ~7arnhagen ranch. Between 'D' Street and Sonoma Highlands is a
parcel which could develop to a maximum of 80 units (Scott property):..
according to its zoning district and adjacent to the north of Sonoma
Highlands .lies property that currently is an 'Agricultural Preserve' .
Of the 15'.2 acre area, 50 acres ,are planned for homeowners association,, 40
acres are to be donated to the City as an unimproved park (mostly r:'d'.ge
area) , and 62 acres are scheduled for' development. Mr. Freitas reu~iewed
the redesign of the development from the. former plan (LaCumbr.e) to the
current one (,Sonoma. Highlands.) and the proposed phasing of the
construction. Maps were shown indicating soil instability areas where- no
buildings have been sited. One slide area is scheduled for reconstruction..
It was noted the schools have advised this project would .not: result in ~a
negative impact on theme The A~AG Cost/'Revenue projections indicate
they would be fairly equal with the exception. of an initial revenue aurplu_s? '
of $500,000±. It is estimated the buildout will take about five years. _ '.-
The Planning Director reviewed the traffic projections from the project;.: He
also discussed the general. plan designations for the area and noted
the project coincides with. that plan and its various elements and attempts to
strike a balance in growth between the east side and the west side of town.
The drainage -from this project will go primarily in the D: Street%El
,
Rose/Sunnyslope/Kelly Creek system. The fifth phase of the project w~l -
drain into the Denman .area.. The developer will. construct a sewer collection
pipe from the, project. to Crossland at D Street. Grading for the project
will be monitored. to minimize any impacts during the construction phase:.

The traffic increase on 'B' Street was said to be minimal; most of the impact
will be on 'D' Street, but not to the extent that was experienced when
Hillcrest Hospital was in .operation .
Principal. Planner Warren Salmons reviewed each of the conditions listed in
the proposed resolution. approving the development plan as well as all the
findings and conditions of the proposed resolution approving the tentative
map .

analysis updates for the La Cumbre (.aka Sonoma Highlands) project as
addenda to the previously certified environmental impact report.
