BACKGROUND The City ofPetaluma's recycled water system was constructed in 1981 and modified in 2009 with the completion of the Ellis Creek Water Recycling Facility(ECWRF) to allow use of tertiary treated wastewater forrecycled water. The system consistsof four pump stations and 12 miles of pipelines, delivering water to over 1,000 acres of land'. The system had previously conveyed secondary treated wastewater from the oxidation ponds at Lakeville Highway to agricultural land for irrigation;of vineyards, golf courses and agricultural lands. Recently, staff installed a temporary connection to allow the ECWRF;tertiary filters to provide water to recycled water users. Previously, tertiary water was used only at the ECWRF for plant processing and site irrigation. During the dry-weather season, May 1 —October 31, the City is restricted from discharging into the Petaluma River, thus tertiary treated wastewater is distributed to recycled irrigation,customers. During the remaining 6 months, secondary treated wastewater is discharged to the River. Recycled water accounts for up to 48% of the City's total annual effluent flow. The proposed project will assist in the expansion of recycled water use within Petaluma city limits, including an increase in the amount of"potable water offset" credits, while improving delivery reliability to all users..The project will allow termination of secondary treated wastewater for recycled water use and eliminate the use of two of the City's four recycled water • pump stations for this purpose. The project location is shown on Attachment 2. DISCUSSION 1 The project will modify two of the existing pump stations; upgrade a critical pressure reducing station,rehabilitate mechanical, electrical and control systems; and, correct structural and HVAC Agenda Review. - -- — - - City Attorney ii Finance Dir for j ity Manager ,,fib deficiencies. The plant's 3W Pump Station forxecycled water will be upgraded with anew jockey pump for delivering.low flows for plant use. Other improvements inelude,an additional variable-frequency drive, flowmeter and vault,;:and modifications to_piping.and valving to accommodate offsite reuse. Improvements at Pump Station No. I include installation of a 20" pipeline connection and a pond outfall. Booster Pump Station No. 2 will see HVAC improvements. The construction project will include startup and testing of all systems, including updating station programming. The Notice Inviting Bids was issued on December 13, 2012. On January 23, 2013, three bids were received as followings: Name of Bidder Bid Total Pacific Infrastructure Corp. $1;,189,000 Lowest Responsible Bidder Arnold Construction Co. $1,320,000 Cats4U, Inc. $1,387,064 Engineer's Estimate $1,650,000 The lowest responsible bidder, Pacific Infrastructure Corporation (PIC), has performed similar projects for the City of Petaluma, East Bay Municipal Utility District and the Las Gallinas Sanitation District. Staff verified that PIC possesses a valid Class A California Contractor's License, license number 799927, which expires on October 31, 2013, that qualifies PIC to perform the work. Construction is scheduled to begin in March of:2013 and to be completed in December of 2013. It is anticipated that construction management, programming and inspection services will be conducted by City staff with assistance by an outside consultant for electrical and mechanical expertise, addressed by a separate agenda item. The proposed action meets Council.Goals: "Plan for and implement priority capital projects as funding permits" and "Lnprove and enhance fiscal stability and sustainability" FINANCIAL IMPACTS The total project budget for the Recycled Water Pump Station Upgrades Project (C66400902) is $3,341,000 and'$450,000 has been expended to date forpre-engineering, assessments and design. The actual construction costs are significantly less than originally budgeted due to a favorable bidding climate and a 2012 project scope reduction to eliminate the secondary recycled water component and serve all recycled water users using tertiary treated wastewater. The savings, approximately $1 million, will remain in the project account until project closeout; at which time balance will be returned to the Recycled Water CIP Fund. Location Map 3 Attachment 1 RESOLUTION AUTHORIZING THE AWARD OF CONTRACT FOR THE RECYCLED WATER PUMP STATION UPGRADES PROJECT WHEREAS, city staff has prepared construction bid documents and advertised for construction this project; and WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS, the project was bid on December 13, 2012, and three (3) bids were received and opened on January 23, 2013 in accordance with applicable law; and WHEREAS, the lowest responsible bid for the Project was submitted by Pacific Infrastructure Corporation (PIC) from Pleasanton, CA for$1,189,000; and WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that PIC possesses.a valid California Contractor's License, Class A, number 799927 that qualifies PIC to perform the Project; and WHEREAS, the Project is categorically exempt pursuant to California Environmental Quality Act ("CEQA") and Title 14, the California Code of Regulations ("CEQA Guidelines"), Section 15302, because the project consists of replacement and•reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. WHEREAS, the funds made available are in the 2012/2013 recycled water system budget; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby: 1. In accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other:applicable law, waives any and all non- conformance in the bid:of PIC for the Recycled Water Pump Station Upgrades Project, Project No C66400902, finds the bid of$1,189,000 to be the lowest, responsive bid and further finds that PIC is the lowest responsible bidder. 2. Awards the contract for the Recycled Water Pump Station Upgrades Project, Project No. C66400902 to PIC in the amount of$1,189,000, the amount of the lowest:responsive bid, conditioned`on PIC's timely executing the project contract and submitting all required documents, including but not limited to; executed bonds,certificates of insurance, and endorsements; in accordance with the project bid documents. 3. Directs staff to issue a notice of award to Pacific Infrastructure Corporation. 4 • 4.
