A RESOLUTION APPROVING AMENDMENTS TO THE GENERAL PLAN
LAND USE AND DEVELOPMENT CONSTRAINTS MAPS TO REFLECT
REVISED FEDERAL INSURANCE RATE MAPS
WHEREAS, the Petaluma City Planning Commission has reviewed proposed
amendments to the General Plan Land Use and Development Constraints Maps
and has held public hearings thereon, and after said hearings has made
recommendations on said amendments; and,
WHEREAS, the Planning Commission filed with the City Clerk its report as
set °forth in its minutes of September 12 and 26, 1989, (File 8.116),
.recommending adoption of the said proposed amendments; and,
WHEREAS, the Planning Commission and City Council have held public
hearings on the proposed amendment as stated below; and,
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby makes
the following findings:
1. The proposed amendments are deemed to be in the public interest
because continued community participation in the NFIP will be assured,
2. The proposed amendments are consistent and compatible with the rest
of the General Plan and its implementation,
3. The potential impacts of the proposed amendment have been assessed
and have been determined not to be detrimental to the public health,
safety, or welfare due to conformance with FEMA studies, subsequent
environmental review on all future development, and enforcement of the
City's "no net fill" policy, and,
4. The requirements of California Environmental Quality Act and local
environmental review guidelines have been satisfied and hereby
incorporates by reference the Mitigated Negative Declaration approved
by Resolution No. g _35 N.C.S.

NOW, THEREFORE, BE IT FURTHER RESOLVED that the following
amendments are hereby adopted and ordered incorporated on the General
Plan Land Use map on file in the Office of the Community Development and
Planning Department:
1. Floodway boundaries that conform to those shown on Federal Insurance
Rate Maps, effective September 29, 1989, prepared and adapted by the
Federal Emergency Management Agency, and
2. Land Use designations for those properties removed from Floodway as
discussed in the Planning Commission reports of September 12 anal 26,
1989, as depicted graphically in Exhibits A-E, attached hereto and
incorporated herein by reference.
NOW, BE IT ALSO RESOLVED that the following amendment is hereby
adopted and ordered incorporated on the General .Plan Development
Constraints Map on file in the Office of the Community Development and
Planning Department:
1. Floodway and Floodplain boundaries that conform to those shown on
Federal Insurance Rate Maps, effective September 29, 1989, prepared
and adopted by the Federal Emergency Management Agency.
NOW, BE IT RESOLVED that the City Council finds that future. changes to
the floodhazard areas should be treated as follows:
1. Map amendments approved by FEMA based on new or corrected
information (e.g., more accurate topographic maps) will be
automatically amended by staff on the applicable General Plan and
Zoning Maps.
2. Map amendments approved by FEMA resulting from a physical change
(e.g., diversion channel or channelization of a creek) will be
processed as a Zoning/General Plan amendment prior to approval.

3. Total periodic review/revision of the maps by FEMA will be processed
as a Zoning/General Plan amendment.
