AUTHORIZING THE AWARD OF CONTRACT FOR
THE RECYCLED WATER PUMP STATION UPGRADES PROJECT
WHEREAS, city staff has prepared construction bid documents and advertised for
construction this project; and,
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code,
California Public Contract Code Section 20162 and other applicable law, City staff solicited bids
for the Project; and,
WHEREAS, the project was bid on December 13, 2012, and three (3) bids were received
and opened on January 23, 2013 in accordance with applicable law; and,
WHEREAS, the lowest responsible bid for the Project was submitted by.Pacific
Infrastructure Corporation (PIC) from Pleasanton, CA for $1,189,000; and,
WHEREAS, staff has determined that the Contractor's bid satisfies the bidding
requirements for the Project; and,
WHEREAS, staff has verified that PIC possesses a valid California Contractor's
License, Class A, number 799927 that qualifies PIC to perform the Project; and,
WHEREAS, the Project is categorically exempt pursuant to California Environmental
Quality Act ("CEQA") and Title 14, the California Code of Regulations ("CEQA Guidelines"),
Section 15302, because the project consists of replacement and reconstruction of existing utility
systems and/or facilities involving negligible or no expansion of capacity.
WHEREAS, the funds made available are in the 2012/2013 recycled water system
budget; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby:
1. In accordance with the City of Petaluma Charter and Municipal Code, California
Public Contract Code Section 20162 and other applicable law, waives any and all
non-conformance in the bid of PIC for the Recycled Water Pump Station Upgrades
Project, Project No. C66400902, finds the bid of$1,189,000 to be the lowest,
responsive bid and further finds that PIC is the lowest responsible bidder.
2. Awards the contract for the Recycled Water Pump Station Upgrades Project, Project
No. C66400902 to PIC in the amount of$1,189,000, the amount of the lowest
responsive bid, conditioned on PLC's timely executing the project contract and
submitting all required documents, including but not limited to, executed bonds,
certificates of insurance, and endorsements, in accordance with the project bid
documents.

3. Directs staff to issue a notice of award to Pacific Infrastructure Corporation.
4. Authorizes and directs the City Manager to execute the project contract on behalf of
the City of Petaluma upon timely submission by PIC of the signed project contract
and all other required document, including but not limited to, executed bonds,
certificates of insurance, and endorsements, in accordance with the project bid
documents.
Under the power and authority conferred upon this Council by the Charter of said City.
