Recommendation: It is recommended that the City Council take the following action: Approve Resolution
Approve resolution authorizing staff to apply for the 2010/2011 B`icycle Transportation Account (BTA) Grant for
the Lynch Creek Trail Project, and Authorizing City Manager to execute the related documents.

Summarv Statement:
The Bicycle Transportation Account (BTA) provides state funds for~city and county projects that improve safety
arid convenience for bicycle commuters- To be eligible for BTA funds, the project must be identified in an
adopted Bicycle Transportation Plan (BTP) that complies with Streets and Highways Code Section 891.2 The
May 2008 Bicycle and Pedestrian Plan, identifies the Lynch Creek Trail Gap Closure (from McDowell Boulevard
to Sonoma Mountain Parkway) as one of the City's top five priorities. City staff will prepare the grant
application following authorization by City Council.
The Petaluma Pedestrian and Bicycl'e Advisory Committee supports this action.

RECOMMENDATION:
Approve resolution authorizing staff to ,apply for the 2010/2011 Bicycle Transportation
Account (BTA) Grant for the Lynch Creek Trail Project, and authorizing City Manager to
execute the related documents.
2. BACKCROUND:
Paved sections of the Lynch Creek Trail lie east of Sonoma Mountain Parkway and west of
McDowell Boulevard. Between McDowell Boulevard and Sonoma Mountain Parkway, the
public has created a foot path. This section should be replaced with an ADA compliant paved
trail to provide all-weather access between the Petaluma Ring Trail and the River Trail.
On November 17, 2008; Council authorized staff to apply for the FY 2009/2010 BTA grant.
Although the City was not granted any funds, the application was well received. Staff has
been encouraged to apply again and~ to provide mare information regarding how the creation
of this Class 1 bike path will increase safety for bicyclists.

The May 2008 Bicycle and Pedestrian Plan identifies the Lynch Creek Trail Gap Closure
(from McDowell Boul'evard to Sonoma Mountain Parkway) as one of the City's top five
priorities for a multi=use trail as an alternative to Washington Street for travel between the east
and west side of Petaluma.
While the majority of the path alignment is on City-owned property, a small section is
privately owned (shown on Attachment 2). In arder to complete the trail, and to assure the
grant furiding; acquisition of an.easement or fee title to.this property is necessary: To this end,
and at the direction of the Caltrans Local Assistance Engineer overseeing the BTA grant, a
letter:of iritent from the p'roperty owner will be included. in the grant application.
Prior to receiving notification on the BTA grant, Sonoma County Transportation Authority
had discussed allocation of Transportation Development Act Article 3(TDA3) funds to the
Lynch Creek Trail Gap Closure Project. This amount is sufficient to fund design of the full
length of the project and provide the 10% match required for the BTA grant. The BTA grant
will fund the righf-of-way aequisition and construction of the trail, from North McDowell
Boulevard to Sonoma Mountain Parkway. If the BTA grant is not awarded, the remaining

portion of TDA3 funds will be used to construct the port~ion of the trail from North McDowell
Boule~ard to Maria Drive. ~
4. ~'INANCIAL IIVIPACTS:.
The total projeet is estimated to cost $983,976, with an allocation of $306,976 in TDA3
funding. ~ BTA will fund up to 90% of a project. Since TDA funding has already been
allocated fgr this purpose, staff iritends to apply for approximately $654,000 of BTA grant
funding, which will utilize minimum City funds, and provide as generous a match as possible
to increase the chance of success. Any unused TDA 3 money can then be reallocated to
anotlier proj ect.
In addition, the small portion of Traffic Mitigation Funds (2.4% of project cost) will be used
for the CIP overhead charges, which are otherwise ineligible.

Wd~EREAS, the Bicycle Transportation Account (BTA) provides state fiinds for city and county
projects that improve safety and convenience for bicycle commuters; and
WI~EREAS, the California~ State Department of Transportation (Caltrans) has been delegated
the responsibility for the administration of the program; and
WI~EREAS, the Lynch Creek Trail Gap Closure Project has been identified as one of the City's
top five priority trail projects; and
W~EREAS, if selected, the City of Petaluma will enter into an agreement with the State of
California to complete the project; and
WHE~AS, Transportation Development Act Article 3(TDA3) has sufficient funds for the
required 10% match; and
WHEREAS, the Traffic Mitigation Funds will be used for the CIP overhead charges and any
other costs determined to be ineligible.
NOW, ~'HEREFORE, BE I'T RESOLV~I) that the Petaluma City Council hereby:
Approves the filing of application for a BTA grant for the Lynch Creek Trail Gap Closure
Proj ect; and
2. Certifies thaf, prior to commencement of any work on the project included in this application, the
City of Petaluma has or will have available sufficient funds to provide the rec~uired 10% local
match; and
3. Authorizes the City Manager to sign any related documents regarding application for and receipt
of grant funding.
