Brown, City Manager SUBJECT: Resolution Recommending Appointments to the Mayors' & Councilmembers' Association.to Fill Vacancies on the Airport Land Use Commission; Bay Area Air Quality Management District Board; Golden Gate Bridge, Highway & Transportation District; Local Agency Formation Commission, Remote Access Network Board;,ASSdciation of Bay Area.Govemments (Executive Board, Hazardous Waste Management,Facility Allocation, and Regional Planning Committee); Sonoma County Agricultural Preservation and Open Space District Citizens Advisory Committee; Sonoma County Child Care Planning Council; North Bay Division of League of California Cities;North Coast Railroad Authority Board of Directors; and Sonoma Marin Area Rail Transit Commission (SMART). RECOMMENDATION It is-recommended that the City Council adopt:the attached resolution recommending appointments to the Mayors' & Councilmembers' Association and giving the;May or:authority to vote on late nominations received at their February 28, 2013 meeting. BACKGROUND The Mayors' & Councilmembers' Association! which includes,all'the Sonoma County cities, fills Vacancies on various local or regional Boards or Commissions when the terms of office expire or upon resignations. Letters of interest are circulated to all cities by those elected officials wishing to serve, followed by the cities voting on their recommendations at an upcoming meeting of the Association. DISCUSSION. The vacancies are as follows:- City'Selectiom'Committee Appointments: ' 1. Airport Land Use Commission. One position, to fill.the term vacated by John Sawyer (Santa Road). Rail is a very efficient way of moving goods and-transportiiig people. I have an interest in reinstating rail operations in Sonoma,Marin,Mendocino and Humboldt counties. I would like to see more freight travel by rail;alleviating our freeways while at the same time reducing the carbon footprint of such hauling operations. I believe that it is important to evaluate and maintain our rail infrastructure because the,day is coming when we will need to rely on it heavily once again. I am also a proponent of the SMART rail system. Recently I listened to a keynote address by oneof Governor Brown's liaisons regarding the planned high,speedrail network linking Northem'andSoirthem'Califomia. Part of the plan is to connect existing regional transit systems to the highspeed link.. I look forward to helping NCRA become part of this plan,allowing residents of the North Coast to travel by rail throughout California and beyond.
