Resolution Authori2ing,Award of Contraci for the HSIP Lighted Crosswalks Project RECOMMENDATION Staff recommends that theeCity'Council approve the resolution:authorizing award of contract for the HSIP Lighted.Crosswalks Project. BACKGROUND On April 4,; 011, City Council accepted a federal Highway:Safetylmprovement Program (HSIP);grant to fund 90% the HSIP'Lighted Crosswalks project. The funding is for crosswalk improvementsralongtwo main,walking;and bicycling routes�to'Casa Grande High School. The two existing'pedestrian crossings:selected for the planned improvements are,located on Ely Boulevard South,at Spoonbill Avenue, and Casa Grande Road at CrinellaDrive. Both roads are approximately80 feet wide with,a posted vehicular speed of 35 miles per hour and require .students tocross four travel lanes and a two-direction`left-turn lane. The project scope was developed.by City public works and police staff to"address incidents involving pedestrians at these locations. Council gave;verbal,direction in the fall of 2009 for the project scope after a staff-presentation,-and the project is included in the current CIP. The proposed action meets Council;Goal "Plan for and implement priority capital projects as fnding-permits". Livermore $237,843 Engineer's estimate N/A $130;000 The.lowestresponsible.bidder, DC Electric; has;performed similar.projects for the City of Napa, the City of Pittsburg and the Town of Windsor: Staff verified that DC Electric possesses both a valid Class A and C-10 California Contractor's License, license number 949934, which expires on July 31, 2014, that qualifies_DC'E-leetricto perform the work. Construction is scheduled to begin in May of 2013 and to be completed by July 2013. It is anticipated that construction managementand inspection will be conducted by staff. FINANCIAL IMPACTS The Cycle 4 Federal Highway Safety Improvement Program (I-ISIP).will fund 90% of design, environmental review, construction, and construction management not to exceed $173,200. VicinityMap 2 Attachment 1 RESOLUTION AUTHORIZING TH1 AWARD?OF CONTRACTFOR THE'HSIP`LIGHTED CROSSWALKS PROJECT WHEREAS, city staff has prepared construction bid documents and advertised for construction of this project; and WHEREAS, in accordance with,the City of Petaluma Charterand Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the Project; and WHEREAS,the project was;bidon December 12, 2013,and 8 bids were received and opened on,January 16, 2013 in accordance with applicable:l'aw; and WHEREAS,the lowest responsible bidkor the Project wasasubmitted by DC Electric from Cotati, CA for $131,670; and WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that DC Electric possesses a'valid California Contractor's License, Class A and C-10, number 949934 that qualifies DC Electric;tdperform the Project; and WHEREAS,the Project is categorically exempt pursuant to California.Environmental Quality Act ("CEQA"):and Title 14, the California Code of Regulations ("CEQA Guidelines"), Section 15301, because the project:consists of adding safety devices to existing public streets; and NOW,THEREFORE, BE IT RESOLVED that the City Council of the City hereby: 1 Approves a constructiomcontingency of:-$13,167. 2: In accordance with the City of Petaluma:Charter'and Municipal Code, California Public Contract Code Section 20162 and other applicable:law, waives any and all non- conformance>in'the bid of DC Electric for the HSTP Lighted Crosswalks Project, Project . No C16101103, finds The bid of$131,670 to be the lowest, responsivebid and further finds that DC Electric is the lowest responsible bidder. 3. Awards the contract tor'HSIP Lighted Crosswalks Project, Project No. C16101103 to DC Electric in the amount of$131,670,the amount,of the lowestsresponsive bid, conditioned on DC-Electric's,tin ely executing the project:contract and submitting all required documents, includingi;but not limited to, executed bonds, certificates'of insurance, and endorsements;.in accordance with the project bid documents.
