SUPPORTING AN APPLICATION TO THE
LOCAL AGENCY FORMATION COMMISSION (LAFCO)
FOR ASSESSORS PARCEL NUMBERS
APN 019-210-017, -019, -026, -027, -030, -031 & -037;
FILE NO. PRZ 03-PRZ-0187
COMPRISING A 22.9-ACRE PROJECT AREA
KNOWN AS THE RIVERVIEW RESIDENTIAL DEVELOPMENT,
LOCATED NEAR McNEAR AVENUE AND MISSION DRIVE,
PURSUANT TO THE
CORTESE/KNOX LOCAL, GOVERNMENT REORGANIZATION ACT OF 1985
WHEREAS, after public review and input, the City Council of the City of
Petaluma adopted under Resolution No. 2004-186 N.C.S., the Negative Declaration for
the Riverview Subdivision; and,
WHEREAS, in order to implement the project it is necessary to annex properties
known as Assessor's Parcel Numbers (APN) 019-210-017, -019, -026, -027, -030, -031
& -037.
NOW, THEREFORE, BE IT RESOLVED that pursuant to the Municipal
Organization Act (Government Code 35000 et. Seq.) the Petaluma City Council hereby
supports application to the Local Agency Formation Commission of Sonoma County for
a proposed reorganization as follows:
An annexation of an approximately 22.9-acre parcel located at Mc Near Avenue
and Mission Drive, known as assessor's parcel numbers 019-210-017, -019, -026, -027, -
030, -031 & -037, to the corporate boundaries of the City of Petaluma;
Said territory is comprised of several separate parcels and can be characterized as
rural residential. There are five existing homes on the property, several accessory
buildings (barns, carports, sheds, garages), and St. John Lutheran Church, occupies 4.9
acres southeast of the intersection of McNear Avenue and Mission Drive.
BE IT FURTHER RESOLVED that the reasons for the requested organization
are:
1. The property is contiguous to the City and is within the adopted Sphere of
Influence and General Plan Urban Limit Line of the City of Petaluma.
2. The City has completed an environmental review process for the area, which
culminated in the approved Mitigated Negative Declaration.

3. The authorized agent of the owners of said property has initiated said
annexation.
4. By Ordinance No.2193 N.C.S., the City of Petaluma has pre-zoned the
affected 22.9-acres to PUD-Planned Unit Development District
5. The annexation is consistent with the objectives and policies of the General
Plan, as documented in the Ordinance to pre-zone the property and the
Resolution approving the Tentative Parcel Map for the Riverview
Subdivision.
6. This annexation will enable several provisions of the General Plan to be
achieved including: orderly improvement of City infrastructure, preservation
of the City's Urban Limit Line, and preservation of County land use including
residential and agricultural uses.
BE IT FUR'I'IIER RESOLVED that the requirements of the California
Environmental Quality Act (CEQA) and its Guidelines have been satisfied and
thoroughly addressed in the Negative Declaration adopted by City Council Resolution
No. 2004-186 N.C.S., on September 20, 2004, and herein incorporated herein by
reference.
The City Clerk is hereby authorized and directed to file a certified copy of this
resolution with the Executive Officer of the Sonoma County Local Agency Formation
Commission.
