HomeMy WebLinkAboutStaff Report 4.A 3/4/2013 A -endcvItev v 44.14 ,sALUy f aro 185$ DATE: March 4, 2013 • • TO: Honorable Mayor and Members of the City Council through.City Manager FROM Dan St. John, Ee l' C,, • or, Public Works & Utilities Larry Zimmer, P. ., Capital Projects Manager SUBJECT: Resolution Approving the Budget and Authorizing'Award of Contract for Glendon Way, Halsey.•Avenue and G Street Water.and Sewer Replacement Project I RECOMMENDATION It is recommended that the City Council approve the resolution authorizing the award of contract for the Glendon Way, Halsey Avenue and G Street Water and Sewer Replacement Project. BACKGROUND To maintain and improve the condition of the City's water and wastewater systems, the Department of Public Works,and Utilities annually replaces or rehabilitates deteriorating water and sanitary sewer mains throughout the City. City staff has developed a 5-year priority list of water and sewer lines:needing:replacement. These projects are cross referenced with the City's street maintenance program and proposed PG&E work to endeavor to assure that new or nearly new pavement will not be impacted. The U.Street water and sewer main replacement will replace approximately 1000 feet`of undersized I and 1 "% -inch water mains with a new 8-inch water main; new water service'laterals and fire,hydrant, and remove and replace approximately 1000 feet of old and deteriorated 8-inch vitrified clay pipe (VCP) sewer main with a new 8-inch sewer main. The G Street:project limits are from Petaluma Boulevard South to 6'h Street. The G.Street portion of the project will also resurface the existing street. The sewer mains in Glendon Way and Halsey Avenue are old and deteriorating and in need of replacement. Sanitary sewer overflows,(SSOs)'in 2008 resulted in the Regional Water Quality Control Board identifying this project as mandatory. The first phase of Water Board directive was the Mountain View Avenues Sewer Replacement Project which was completed last year The Glendon Way and Halsey Avenue sewer replacement=must'be,completed to comply with the Board-'s:SSO enforcement directives. The.removal and replacement includes' 1300 linear feet of 8 inch.sewer main. The project also includes removal and replacement of sewer manholes;afong the entire length of the.project. The project location is shown on Attachment 2. The water and sewer replacement constructiomalong with the condition of the existing pavement in G Street requires the street to be resurfaced to current design standards. With the upgrades to the street, the project will comply with current;ADA regulations.and includes ADA ramps at the intersections. The funding for the ADA improvements will be through Capital Improvement Project C16101303, VariousStreet,Maintenance and Overlays. The proposed action meets Council Goal: "Plan for ana.implement priority capital projects as funding permits. DISCUSSION The Notice Inviting Bids was issued on January 3, 2013. On February 6,2013, six bids were received as followings: Name of Bidder Bid Total Team Ghilotti; Inc. $ 997,952 Lowest Responsible Bidder Argonaut Constructors $ 1,029,140 TerraCon Pipelines, Inc. $ 1,193,543 Ranger Pipelines, Inc. $ 1,247,1 12 ' Valentine Corporation $ 1,267,369 Michael Paul Company, Inc. $ 1,278,850 Engineer's Estimate $ 1,211,750 The lowest responsible bidder, Team Ghilotti, Inc., has performed similar projects for the City of Petaluma, City of Mill Valley,and the San Rafael Sanitation District. Staff verified that Team Ghilotti, Inc. possesses a valid Class.A California Contractor's'Wicense, license number 895384, which expires on April, 302013, that qualifiesTeam Ghilotti, Inc. to perform the work. Construction is scheduled to begin in April of 2013 and to be completed in July of 2013. Construction management and inspection will be conducted by City staff FINANCIAL IMPACTS The total project budget for the Glendon Way, Halsey Ave.;and G Street Water and Sewer Replacement Project (C664011.01, C66401311,and C67501301) is;$1,499,000. The portion of the project including,street-improvements to comply with ADA requirements will be allocated to C1 6101303, Various Street Maintenance and Overlays. The proportionate cost for the ADA improvements is approximately$104,000, based on bid item prices and construction management, inspection, and contingency. The following is a_breakdown of the project budgets: Construdtion Contract-(low bid) $ 997,952 Design $ 64,000 Administration $ 15,000 Construction Management & Inspection $ 150,000 2 Salaries/Benefits $ 50,000 CIP Overheads $ 22,000 Contingency/Remaining Budget $ 200,048. TOTAL: $1,499,000 The actual construction costs are significantly less than originally budgeted due to a favorable bidding climate. It is not anticipated that the contingency will be entirely spent and the remaining contingency funds wilibe proportionally returned to their`funding source. ATTACHMENTS 1. Resolution 2. AND G STREET WATER AND SEWER REPLACEMENT'PROJECT WHEREAS, city staff has prepared construction bid documents;and advertised for construction the Glendon Way, Halsey Ave. and G'Street Water and Sewer Replacement, Project Numbers C66401101, C66401311, C67501301. and C16101303, (`the Project"); and WHEREAS, in accordance with the City of Petaluma;Charter and'Municipal Code, California Public Contract Code Section 20162 and other;:'applicable law, City staff solicited bids for the Project; and WHEREAS, the project was bid on.January 3, 2013, and six (6) bids were received and opened on February 6, 2013 in accordance with applicable law; and WHEREAS, the lowest responsible bid for the Project was submitted by Team Ghilotti, Inc. from Petaluma, CA for_$997,952 'and WHEREAS, staff has determined,that the Contractor's,bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified that Team Ghilotti, Inc. possesses=a valid California Contractor's License, Class A, number 895384 that qualifies Team Ghilotti, Inc. to perform the Project; and WHEREAS, the project is categorically exempt pursuant to California Environmental Quality Act(CEQA) and Title 14, the California Code+of Regulations ("CEQA" Guidelines"), Section 15302, because the project consists of replacement and reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. WHEREAS, the funds made available are in the 2012/2013 water and wastewater collection system budget; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby: 1. Approves the amended budget of$1,499,000. 2. In accordance with the•City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other-applicable aaw, waives any and all non- conformance r,in.the bid of Team Ghilotti, Inc. for the Glendon Way, Halsey Ave. and G Street Water and Sewer Replacement Project, Project Numbers C66401101, C66401311, and C67501301 and finds the bid of$997,952 to be the lowest, responsive bid and further finds that Team Ghilotti, Inc. is the lowest responsible bidder. 4 • 3. Awards the contract for the Glendon Way, Halsey Ave. and G Street Water and Sewer Replacement.Project, Project NumbersiC66401101, C66401311, and C67501301 to Team Ghilotti, Inc. in the amount of$997,952 , the amount of the lowest responsive bid, ,conditioned on Team Ghilotti, Inc.'s timely executing the project contract and submitting +all required documents, including but not limited to, executed bonds,certificates of insurance, and endorsements, in accordance with the project bid documents. 4. Directs staff to issue:a notice of award to Team Ghilotti, Inc. 5.
