ADOPTING THE SAN FRANCISCO BAY AREA
INTEGRATED REGIONAL WATER MANAGEMENT PLAN (2006)
WHEREAS. the State electorate approved multiple statewide bond measures since 2000
to fund water and natural resource projects and programs, including $3.44 billion under
Proposition 50, of which $380 million has been devoted to projects that are part of an Integrated
Regional Water Management (IRWM) Plan; and,
WHEREAS. the State electorate approved Proposition 84 on November 7, 2006, which
contains a total ol'$5.39 billion for water and natural resource projects and programs, including
$1 billion for IRWM with $138 million of that amount allocated to the San Francisco Bay Area;
and,
WHEREAS. the benefits of integrated regional planning for water resources
management activities include increased efficiency and effectiveness, enhanced collaboration
across agencies and stakeholders, and improved responsiveness to regional needs and priorities;
and.
WHEREAS, state statute and guidelines require that before IRWM grant funds will be
provided for water management projects that are part of an IRWM Plan, the governing boards of
participating agencies must adopt the IRWM Plan; and,
WHEREAS, in recognition of this need for an IRWM Plan, development of the Bay
Area IRWM Plan began in 2004 and included a series of lour public workshops during 2006 to
provide the public and stakeholders an opportunity to ask questions, provide comments and make
recommendations during development of the IRWM Plan; and.
WHEREAS, public outreach meetings to local government representatives from each
Bay Area county were held on the Bay Area IRWM Plan to provide elected officials, staff and
the public additional opportunities to ask questions, provide comments and make
recommendations; and.
WHEREAS, the draft Bay Area IRWM Plan was posted on the internet and made
available for public comment on September 27, 2006 through October 24, 2006; and,
WHEREAS. comments were received on the Draft IRWM Plan in the areas of
environmental justice, the implementation process. and technical information changes for
specific projects and those comments have been addressed in the version of the Bay Area IRWM
Plan now before the Council for consideration; and.
WHEREAS, the Bay Area IRWM Plan provides an implementation framework that calls
for tracking accomplishments, developing lists of prioritized projects and periodically updating
the Bav Area IRWM Plan as conditions warrant, provided that funding and resources are
available to carry out these activities: and,

WHEREAS, adoption of the Bay Area IRWM Plan does not entail a direct commitment
of' resources, and implementation ofeach project will be the responsibility of the project
proponent and any applicable project partners, and there is no joint commitment or responsibility
by the Bay Area IRWM Plan participants to implement any or all of the projects; and,
WHEREAS, the IRWM Plan is exempt from the California Environmental Quality Act
pw'suam to CLQA Guidelines j 15262 and §15306 because the IRWM Plan involves planning
studies for possible actions that the participating agencies have not yet approved and consists of
basic data collection that would not result in the disturbance of any environmental resource; and,
WHEREAS. the IRWM Plan is meant to be complementary to participating agencies'
individual plans and programs and does not supersede such plans and programs, and adoption of
the IRWM does not prohibit nor affect in any way a participating agencies` planning efloris
separate from the IRWM Plan.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma does hereby adopt the Bay Area IRWM Plan.
