BACKGROUND: Engineering and traffic survey must be conducted prior to establishing ,speeds limits on an existing street. Traffic conditions may change as a result of street improvements, development, or changes in traffic and/or pedestrian use, which necessitate establishing radar enforceable speed limits for the safety of the traveling public and pedestrians. Existing speed zones will not change if there is no significant change to existing traffic conditions. 3. DISCUSSION: Since most of the City's engineering and traffic surveys have elapsed, the Traffic Engineering Division of the Public Works Department has conducted new studies to amend or re-establish the speed limit on various City streets for the safety of the traveling public. The various speed zones, citywide, are illustrated in the attached Speed Zone Map. California Vehicle Code (CVC) and MUTCD requires that an engineering and traffic survey be performed to determine prevailing speeds as well as establish them. The 12 segments that have been increased by SMPH cannot be further changed in this speed survey. Agencies are required by the CVC and MUTCD to set posted limits at the 85`x' percentile speeds obtained during the speed survey. The 85`x' percentile speed for each of these 12 segments was 8- 12MPH above the current posted limit. In these cases, the engineer of record has the authority and discretion to recommend dropping the new limit by SMPH for reasons such as higher than expected collisions, road width, curvature, grade and other alignment conditions. There are eighteen street segments, shown in bold letters, in which speed limit changes are proposed. Twelve street segments are proposed to be increased by 5 MPH and the remaining six street segments are proposed to be reduced by 5 MPH. In most cases, the speed limit does not change, but the surveys are still required to revalidate existing posted speed limits. The following table summarizes the various speed zones surveyed. Individual street segments for the speed surveys are available for review upon request. d CURRENT ~ PROPOSED STREET I FROM rv ~rttu unnii ~rttu umir __l__ MPH MPH 61h l .l "A" Street "D" Street 25 25 6'h 1.2 "D" Street "I" Street 25 25 6'h 1.3 "I" Street Mountain View Ave 25 25 B Street 2.1 Petaluma Blvd 6'h Street 25 25 B Street 2.2 b'h Street Fair Street 25 30 B Street 2.3 Fair Street EI Rose Dr 25 30 Baywood 3.1 McDowell Blvd St. Francis Dr 30 30 Baywood 3.2 St. Francis Drive Lakeville Highway 35 35 Bodega 4.1 Howard Street .North Webster Street 30 30 Bodega 4.2 North Webster Street City Limit 35 35 Casa Grande 5.1 - City Limits Ely Blvd 40 40 Casa Grande 5.2 Ely Blvd McDowe{I Blvd 35 35 Casa Grande 5.3 McDowell Blvd Lakeville Highway 35 35 Caulfield b.l Garfield Drive Ely Road 30 30 Caulfield 6.2 Ely Road Crinella Drive 30 30 Caulfield 6.3 Crinella Drive McDowell Blvd 35 35 Caulfield 6.4 McDowell Blvd St. Francis Drive 40 40 Caulfield 6.5 St. Francis Drive Lakeville Street 40 40 Corona 7.1 Sonoma Mountain Pkwy McDowell Blvd 30 30 Corona 7.2 McDowell Blvd City Limit 35 35 "D" Street 8.1 Payran Street Lakeville Street 25 25 "D" Street 8.2 Lakeville Street Petaluma Blvd 25 25 "D" Street 8.3 Petaluma Blvd 6'h Street 25 25 "D" Street 8.4 brh Street 8'h Street 30 30 "D" Street 8.5 81h Street Sunnyslope Ave 30 30 "D" Street 8.6 Sunnyslope Ave Old City Limit 30 35 "D" Street 8.7 Old City Limit New City Limit 40 45 Ely 9.1 Washington Street Caulfield Lane 35 35 Ely 9.2 Caulfield Lane Frates Road 35 35 C~.ADocurnents and Settingslkcrump~[.,ocal SetlinrsV"1'empo~~ary hihzrnet Files\Cc~ntentOmEonV 3F1~2X6GiDcc2009 speed shtdies agenda biil.doc r STREET ~ FROM __ - - CURRENT PROPOSED I TO SPEED LIMIT SPEED LIMIT ce nip ^~n~i Ely 10.1 Corona Road Sonoma Mountain Pkwy ~ru i~ 35 i ,~,i ii 35 Frates 1 l .l City Limit Ely Blvd 50 50 Frates 1 1.2 Ely Blvd Lakeville Highway 45 40 "I" Street 12.1 Petaluma blvd 6th Street 30 30 "I" Street 12.2 6th Street Sunnyslope Road 30 30 "I" Street 12.3 Sunnyslope Road City Limit 35 35 Industrial 13.1 Petaluma Blvd Corona Road 35 35 Lakevillel5.l Petaluma Blvd Wilson Street 30 30 Lakeville 15.2 Wilson Street Caulfield Lane 35 35 Magnolia 18.1 Gossage Ave Elm Street 35 30 Magnolia 18.2 Elm Street Keokuk Street 35 30 Magnolia 18.3 Keokuk Street Petaluma'Blvd N 30 30 ,Maria 19.1 Sonoma Mountain Pkwy Big Bend Dr 25 25 Maria 19.2 Big Bend Dr Rainier Ave 25 25 Maria 19.3 Rainier Ave McDowell Blvd 25 25 McD N 20.1 Old Redwood hwy Old Redwood Hwy 30 30 McD N 20.2 Old. FINANCIAL IMPACTS: The City generates revenue through issuance of .speeding tickets. Updating the speed surveys allows the. Police Department patrol officers to issue citations for speeding violations. If the City didn't update its speed surveys, a loss of revenue would occur, due to the inability of the Police Department to issue citations for vehicular speeding in unenforceable speed zones. 7 G:1[)ocuments and Seitings\kcnunp\Local Settings~l~cmpo~<ary Internet Piles\Contznt.Outlool:uf':IK2?i6G\Dec2009 speed studies aecnda bill.doc A~~ACHMEN'~ 1 EFFECTIVE DATE OF ORDINANCE January 21, 2010 Introduced by ORDINANCE NO.
