and' interested persons in and ar.oun:d the Corona/Ely Specific Plan area, the
City Couiz'cil adopted the .Corona%Ely Specific Plan, .and Environmental Impact
' Report and accepted the recommendations ~of the Corona/Ely Firiancin,g Plan;
and,
WHEREAS, these documents provide the City of Petaluma .with the detailed
analysis and policy direction to guide future growth and development of the
±675. acre Corona/Ely Specific Plan- area currently located in unincorporated
Sonoma County adjacent 'to the northeastern corporate limits of the City of
Petaluma; a.nd
W.HE~REAS, in order to irriplemen~f the provisions of theSpeci'fi'c .Plan, including
' tIi'e construction of major public improvements, it is necessary to annex
certain properties in the Specific Pban area to the City of Pe.ta-lama; and,
WHEREAS, in response to fhe: .concerns of certain property owners, some
prop°r•tes in 'the Specific Plan area .are recommended to remain as part of
"unincorporated Sonoma County until such time- as those ;owners or their
' successors choose to annex td t;he City of Petaluma;,

Orgariizaton Acf (~Goyernrnenf Code 3'50,00 et. seq,.) , the Petaluma "City
Council ~her•eby 'makes application ,to the Local Agency ,Forma-tion Commission of
Sonoma ,County for °a proposed reorganization- as follows;

B'E IT FURTHER RESOLVED that in,~accordanc.e with Government Code Section
51243(b), the City Council hereby declares. its intention .not to succeed to the
respective Williamson Act confrac.ts currently on the Sonoma Parkway Company
(APN 137-06.0-01), Cader ('AP`N's, 13;6-120-5,18,22,, and 23) and McDowell
(APN!s 136-0'80-1,7) properties. Said contracts were protested at the time
they were entered into by the Ci y of Petalura under the applicable
provisions of the Williamson. Aet' and 'Sonoma County LAFCO upheld each of
the protests. -
BE IT FU.R~Tf-iER~ RESOLVED that the City Council hereby requests that the
Local Agency Forma-tion Commission, waive its current policy that requires the
annexing, jurisdiction to include. both sides of a 'road adjacent to the land
being annexed as it would pertain to a ±3600' segment of Corona Road at the
north'wes`terly ed3e of Corona/El,y Annexation No. 1, The following findings
:are presentees to ~su.pport this re_duest:
1. It has been the intent of the City of Petaluma. :and the Corona/Ely
Specific. Plan to pre,§e_rve Corona. Road as a two-lan ~ rural road, and by
doing so, preserve the, mature trees. • and. natural'- .features that exist
alon'g` the 'road. Annexation o:f', the .road wouad' :neeessfate improvements
to curr.ena City standard's and the probable loss of its unique
'• characteristics as .'~wel'1 •as p`1_ace a Significant burden on those owners
rectu~ired to improve their frgn.tage.
Z, The prop9sed,' annex'atiion purposely exelue3es a .number of small,
predominantly, :agricul`tural properties al;ong,,~ Corona Road because many of
tl7e owners have ex-pxessly objected to being' included in the annexation

Corona Road and toward improvements within the Specific Plan area (see
Figure 3-3 of the Specific Plan)
5, That portion of Corona Road in the annexation area. is included in order
to facilitate ~impr-ovements .to Corona anticpafed•.by the formation of the
North l,4cDowell Assessment ~Districf acid the iterim connection of Sonoma
Mountain Parkway to Corona. Tr.a'ffi¢ analysis completed as part of the
preparation. of the SpecifiedPlan sug,g'es,ts that th~~. Parkway will redirect
traffic that might o.therwi'se use .Corona Road,_ thereby `al°lowing Corona to
remain at its present County configuration.
BE IT FURTHER RESOLV:EV that the requirements of the California
Eriwironmental RuaTi,ty Acct: (CEQA) and its Guidelines have been 'satisfied and
are a.horoughly addressed; in ~ the .Environmc~.ntal Impact Report- for the
.Corona./Ely Specific Plar- certified. and acoE~tuc;. by City Council. Resolution
89-I22 on May 1, •198, and. incorporates Herein by reference,
The City Clerk is herchy aufhorzec~ and directed to file a certified copy of
this resouton .with the Executive :Officer of the Sonoma County Local Agency
Formation Commission.
