of the City of Petaluma, California
RESOLUTION REQUESTING INCLUSION OF
RAINIER AVENUE INTERCHANGE
AS A DESIGNATED PROJECT UNDER ASSEMBLY BILL 471
WHEREAS, the State Legislature is currently
considering the passage of Assembly Bill 471 which, if
enacted and approved by the voters, would provide for
increases in the state gas tax and allocate the revenues for
enumerated state highway projects included in the 1988 State
Transportation Improvement Program; and
WHEREAS, if the measure is enacted and the sale of
bonds is approved by the voters, the State Highway
Commission shall allocate funds for projects specified in
the legislation; and
WHEREAS, the Rainier Avenue Interchange with U.S.
101 is a proposed project currently listed on the State
Transportation Improvement Program as Project No. 0771A as a
locally funded project; and
WHEREAS, the project is urgently needed to reduce
current traffic congestion and that without this
improvement, Southern Sonoma congestion will worsen with an
adverse impact upon jobs, economic expansion and quality of
life; and

WHEREAS, as a locally funded project it will
impose a significant burden upon local funding and that
inclusion of the Rainier Project is a matter of local
necessity in order to accommodate projected development
tributary to Rainier Avenue and U.S. 101; and
WHEREAS, funding the Rainier Project with local
funds will raise difficulties for the City of Petalw~la in
that funds will be needed to be directed into this Project
and may be drained away from other City supported programs;
NOW, THEREFORE BE IT RESOLVED, the City Council of
the City of Petaluma hereby requests the assistance of its
elected state representatives to assist it in achieving the
Rainier Project as a designated state highway project under
Assembly Bill 471.
Under the power and authority conferred upon this Council by the Charter of said City.
