RESOLUTION OPPOSING
SENATE BILL 1295 (KOPP)
WHEREAS, Senator Kopp has introduced Senate Bill
1295; and
WHEREAS, SB 1295 establishes the North Bay Transit
District as the sole public entity authorized to provide
transit services in the counties of Sonoma and Marin; and
WHEREAS, SB 1295 requires the public entities
engaged in public transit service within the "district" to
transfer all property, equipment and contracts to the
"district" by December 31, 1990.
WHEREAS, SB 1295 designates a single public
transit entity to receive all federal, state and local funds
for public transportation; and
NOW, THEREFORE BE IT RESOLVED the City of Petaluma
opposes the provisions of SB 1295 (Kopp) for the following
reasons:
1. The bill causes the confiscation of local assets
without compensation,
2. The bill does not provide for the consideration of
local officials to determine locally the level of
transit services for the community,
3. Locally approved sales tax may be siphoned off to
the "district",

4. Rates for local service will not be locally
controlled,
5. It is unclear as to. whether cities who currently
'do not use Transportation Development Act funds
for transportation will: be required to allocate
them to ttie ~ "di'strict" . ~ .
Be it further resolved that therCity of Petaluma does
support a coordinated effort between Sonoma .and Marin
counties to establish a comprehensive public transit plan
and urges Senator Kopp to give the local officials an
opportunity to achieve that end without affecting local
sovereignty.
Be it further resolved, the City Council urges Senator
Keene and Assemblyman Filante to oppose SB 5295.
