APPROVING ISSUANCE OF A NEGATIVE DECLARATION FOR
WISEMAN PARK, PHASE I
(Formerly known as Eastside Urban Separator)
WHEREAS, the City Council authorized the preparation of a master plan for
the development of open space known as Wiseman Park (formerly known as the
Eastside Urban Separator in the 1987 General Plan) adjacent to the airport,
and
WHEREAS, the Recreation, Music and Parks Commission worked with
community groups, Airport Commission, Planning Commission, SPARC, staff
and adjacent developers, to finalize the master plan presented, and
WHEREAS, an initial study has been prepared for the project and has been
reviewed by the Community Development and Planning Department and, due to
subsequent request for state funding, the State Clearinghouse;
NOW, THEREFORE, BE IT RESOLVED that the issuance of said Negative
Declaration pursuant to the California Environmental Quality Act is hereby
approved, based upon the following findings:
1. Because the urban separator has long been disturbed by cultivation and
earthwork, the improvements do not have the potential to degrade the
quality of the environment, substantially reduce the habitat of a fish or
wildlife species, cause a fish or wildlife species to drop below
self-sustaining levels, threaten to eliminate a plant or animal community,
reduce the number or restrict the range of a rare or endangered plant
or animal, or eliminate important examples of periods of California history
or prehistory.
2. The project, as approved, does not have the potential to achieve
short-term to the disadvantage of long-term environmental goals; rather,
this park will enhance the natural, scenic, and social environment.
3. The project does not have impacts which are individually limited but
cumulatively considerable.

4. The project as approved does not. have. environmental "effects .which ,will
cause substantial adverse effects ..ori human beings either directly or
adversely; rather, this park will. enlian:ce -the- °natural, scenic, and social
environment .
5. In the event that. archaeological remains are encountered during grading,
work shall be halted temporarily and a qualfieel. .archaeologist shall be
consulted for .evaluation of the artifacts and to recommend future action.
The local Indian community shall also be notified and consulted in the
event any archaeological remains are uncovered:.
6. The planting of Eucalyptus rudis is discouraged and may only be allowed
within Wiseman Park, Phase I, if installed in a manner that will not
substantially lessen the effectiveness of the State Parks exotic species
replacement program.
7. Design, construction, .and maintenance of Wiseman Park, Phase I, will
conform to Airport~~ Land Use Commission and California Department of
Transportation Division. of Aeronautics criteria.
