CERTIFYING, APPROVING AND ADOPTING THE FINAL
ENVIRONMENTAL IMPACT REPORT FOR THE CORONA/ ELY SPECIFIC PLAN
WHEREAS, the California Environmental Quality Act of 1970 (CEQA) , as
amended, provides that all local agencies shall prepare, or cause to be
prepared by contract, and certify the adoption of an Environmental Impact
Report (EIR) prepared in the manner therein provided on any project
intended to be carried out or approved, which may have a significant effect
on the environment; and,
WHEREAS, the Draft Environmental Impact Report for the Corona/Ely
Specific Plan was prepared in August, 1988 in conjunction with and in
response to the recommendations of the Corona/Ely Specific Plan text and
maps; and,
WHEREAS, THE Draft Environmental Impact Report was prepared in
conformance with the requirements of the California Environmental Quality
Act, its Guidelines and the Environmental Guidelines of the City of Petaluma
as a master environmental document intended to allow near-term
implementation of the Specific Plan and development of the Corona/Ely
Specific Plan area without additional environmental review as long as said
implementation and development actions are consistent with the provisions of
the adopted plan; and,
WHEREAS, the draft EIR was circulated to numerous state, county, regional
and local agencies as well as members of the public through the State
Clearinghouse process, direct mail, City Hall and the Public Library for the
mandated 45-day review period; and,
WHEREAS, the Planning Commission, after legally noticed public hearings on
September 13 and October 11, 1988, recommended that the Environmental
Impact Report be forwarded to the City Council for final certification
together with comments made during the Draft EIR review period and public
hearing, and responses thereto;

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Petaluma that the documents comprising the Final Environmental Impact
Report including written comments received thereon and the responses
thereto, together with a list of persons, organizations and public agencies
commenting during the draft EIR review period and comments received
thereon and the responses thereto as documented in EIR attachment "A"
(10/88) and "B" (4/89) together with the Draft EIR (8/88), are hereby
determined to constitute the Final Environmental Impact Report for the
Corona/Ely Specific Plan.
BE IT FURTHER RESOLVED THAT, the City Council of the City of Petaluma
does hereby certify and approve said Final Environmental Impact Report and
in connection with this approval makes the following findings pursuant to
State and Local Guidelines:
1. The Final Environmental Impact Report for the Corona/Ely Specific Plan
adequately evaluates the Specific Plan's impact upon the environment
and has been completed in accordance with the California Environmental
Quality Act and in accordance with the Guidelines for Implementation of
said Act prescribed by the State of California Secretary of Resources
and with the Local Guidelines implementing the California Environmental
Quality Act adopted by the Council of the City of Petaluma.
2. The City Council has reviewed and considered the information in said
Final Environmental Impact Report; and that qualified consultants have
prepared the Final Environmental Impact Report; and the City Council
has reviewed the environmental documents applicable to the
recommended project prior to approving the Corona/Ely Specific Plan.
3. The Final Environmental Impact Report adequately describes possible
alternatives to the proposed project, as well as all significant
irreversible environmental changes which would be involved in the
proposed action should it be implemented.

4. The Final Environmental Impact Report adequately describes the
• cumulative and long-term effects of the proposed project which might
adversely affect the state of the environment.
5. The Final Environmental Impact Report adequately addresses the
growth inducing impacts of the proposed project.
6. The Final Environmental Impact Report for the project includes a
thorough review of potentially significant adverse environmental effects
and proposes mitigation measures to lessen or eliminate those effects.
Pursuant to Section 15091 of the California Environmental Quality Act
Guidelines, no development project undertaken in accordance with the
provisions of the Corona/Ely Specific Plan shall be approved unless the
City can make the required findings and explanation of the rationale
for those findings regarding the significant environmental effects
associated with a particular project as identified in the Final
Environmental Impact Report. Said environmental effects and the
mitigation measures required to substantially lessen or eliminate those
effects are identified as follows:
A. Land Use
Potential Impacts -
1. Extension of present land use pattern into northeast
quadrant .
2. A ±9.2 acre retail center.
3. 15 acres of industrial development.
4. 4 new parks (the EIR identifies 3; this was modified in the
hearing process).
5. Airport compatibility.
6. Near-term loss of agricultural viability due to separation of
grazing lands due to Sonoma Mountain Parkway.
7. Displacement of existing .residential, business and
agricultural activities by Parkway.

Mitigation Measures related thereto -
1. Buffer existing and proposed residential areas from
designated industrial development through reservation of
acreage between the two uses.
2. Insure compatibility and coordinate planning between Specific
Plan residential development and the Community Athletic
Fields .
3. Residential densities in the airport "Transition Zone" and
"Outer Approach Zone" should not exceed densities
established by ALUC policy.
4 . Petaluma General Plan policies .
5. Interim Parkway alignment incorporated in plan to
accommodate existing residential, business and agricultural
activities .
B . Transportation
Potential Impacts -
1. Increased traffic volumes within the project area and
adjacent roadway systems.
2. Level of Service at critical intersections.
3 . Transit needs .
4. Need for freeway interchange at Rainier Avenue.
Mitigation Measures. related thereto -
1. On-site roadway improvements (Sonoma Mountain Parkway,
Ely Road connection, Maria Drive connection, Interim Corona
Road connection, internal circulation network) .
2. Fair share contribution to off-site remote roadway and
intersection improvements identified in the Specific Plan,
including Rainier Avenue overcrossing and interchange.
3. General Plan guidelines related to roadway, pedestrian,
transit, TSM and bikeway facilities.

C. Municipal Services and Fiscal Effects
Potential Impacts -
1. Slight to moderate increase in storm drainage resulting from
increases in impervious surface.
2. Water quality in local streams from urban run-off.
3. Need for Water Pressure Zone IV.
4. Increase in sewer flows.
5. Increased student population in the Waugh, Old Adobe and
Petaluma School Districts.
6. Future maintenance requirements for project area circulation
system improvements .
7. Landscape maintenance requirements for public landscaped
areas along major thoroughfares and within individual
development projects.
8. Need for additional police officers, vehicles and equipment.
9. Need for additional fire fighters, fire fighting and rescue
equipment .
Mitigation Measures related thereto -
1. Storm drainage improvements as set forth in Section 3.3 of
the Specific Plan.
2. Drainage system review and approval by SCWA.
3. Regular maintenance of drainage facilities.
4. Construction in accordance with approved erosion control.
plan.
5. Construction of Water Pressure Zone IV .
6. Provision of on-site water delivery systems.
7 . Payment of connection fees .
8. Sewer collection system improvements according to the
Specific Plan .
9. Payment of connection fees.
10. Extension of sewer lines into individual projects.
11. Collection of school impact fees.

D. Visual Factors
Potential Impacts -
1. Loss of grazing land, open space and farmsteads.
2. Emphasis on design quality to visibly distinguish from rest
of east side.
3. Removal of identified picturesque trees and other special
features.
4. Loss of views of Sonoma Mountains.
Mitigation Measures related thereto -
1. Stringent design review.
2. Stringent tree removal standards.
E. Noise
Potential Impacts -
1. Traffic noise near major roadways.
2. Airport noise.
3. Increases in vehicular traffic noise in the vicinity of the
plan area.
4. Construction noise..
Mitigation Measures related thereto -
1. Limit density and require avigation easements in areas
subject to increased airport noise.
2. Construct noise barriers along major roadways.

F. Geotechnical Factors
Potential Impacts -
1. Moderate to high potential for soil liquifaction and
shrink /swell .
2. Low to moderate potential for erosion along drainage
channels .
3. Low to moderate potential for earthquake-induced ground
failure .
Mitigation Measures related thereto -
1. Soil investigations for individual development projects.
2. Use of standard engineering techniques to avoid damage by
expansion and contraction of soils .
3. Construction according to erosion control policies.
4. Standard seismic design in the construction of foundations
and structures.
G . Air Quality
Potential Impacts
1. Increased carbon monoxide (CO) emissions on east side due
to project-generated traffic.
2. Cumulative regional increase in emissions.
3. Construction generated pollutants (dust, -exhaust, odors) .
Mitigation Measures related thereto -
1. Traffic mitigations in Specific Plan and EIR to reduce
concentrations of vehicular emissions.

2. Dust control during project construction.
H. Archeological and Historic Resources
Potential Impacts -
1. Construction activities in the planning area could disturb
archeological deposits.
2. .Loss of scenic and historic features.
Mitigation Measures related thereto -
1. Specific Plan provisions for retaining significant historic and
scenic features.
2. An archival and field study by a qualified archeologist.
3. Require immediate halt to construction when archeological
deposits are encountered and evaluation of those deposits by
a qualified archeologist.
I. Vegetation and Wildlife
Potential Impacts -
1. Loss of existing biological habitats.
Mitigation Measures related thereto -
1. Reservation of existing creek corridors and urban separator.
2. Permanent retention of existing mature trees and windrows.
3. Retain natural configuration of creekways.
4. Landscaping along creekways .
5. Fence construction to protect potential wildlife habitat and
other sensitive habitat areas.
6. Review and approval of stream channel alterations and
improvements by the State Department of Fish and Game.

BE IT FURTHER RESOLVED that the City Coun'ci1 has determined that the
adopted. modifications to .the draft Specific Plari text and maps resulting
from public hearings and related deliberations do not affect the basic
conclusions of the Final Environmental Impact Report as it pertains to the
determination of significant environmental effects or the mitigation measures
