of the City of Petaluma, California
OF THE COUNCIL OF THE CITY OF PETALUMA IN SUPPORT
OF THE STATE COASTAL CONSERVANCY GRANT OF FUNDS
TO PREPARE A RESOURCE ENHANCEMENT PLAN FOR THE
PETALUMA RIVER, PETALUMA MARSH, ADOBE AND ELLIS CREEKS
WHEREAS, areas along the Petaluma River between the Petaluma Marina
(now under construction) and the City-owned waste-water treatment ponds
have General Plan land use designations of Open Space, Park, and Urban
Separator, defined as "area of land or water which is essentially
unimproved and is devoted to the preservation of natural resources, the
managed production of resources, outdoor recreation, or public health and
safety" , "open space lands whose primary purpose is recreation" , and "a
visible bank of open space that marks the edge of allowable urban
development...can serve as a recreation area and as a key component of the
City's open space system", respectively; and
WHEREAS, the project areas along the Petaluma River are part of the
Petaluma Marsh, the second largest remaining marshland in the Bay Area,
an essential link in San Francisco Bay's life-chain; and
WHEREAS, the project area along the Petaluma River and the lower reaches
of Adobe and Ellis Creeks are characterized by a mosaic of salt and
brackish marsh communities, which are also considered "wetland"
communities in which development should be severely limited by the U . S .
Army Corps of Engineers, U.S. Fish and Wildlife Service, U.S.
Environmental Protection Agency, and California Department of Fish and
Game; and
WHEREAS, these areas are used by two state and federally listed
endangered species and one state listed threatened species (the California
clapper rail, saltmarsh harvest mouse, and black rail, respectively), and
two candidate species for federal listing '(the California blackrail and
saltmarsh yellow throat) are known to occur in the marsh; and

WHEREAS., the proximity of privately-owned land, the pressures of
urbanization, the interjurisdictional nature of this area's development
review, and proposed upstream flood control projects (e. g. , channelization
of portions of the Petaluma River by the U. S. Army Corps of Engineers)
may threaten the continued vitality of the salt water marsh and Ellis Creek
riparian habitats; and
VdHEREAS, it is an objective of the City's General Plan to designate a
network of pathways, preserve and provide visual access to landscapes of
high visual quality, provide alternate means to reach natural areas, and to
study and pursue funding for the acquisition, operation, and maintenance
of parks and recreation facilities; and
WHEREAS, the Coastal Conservancy may award grants for the purpose of
preparing a resource enhancement plan, public access facilities, and
appraisals; and
WHEREAS, pursuit of such grants will further the objectives of the City (as
stated in the General Plan) , the Coastal Conservancy, and various other
State and Federal agencies concerned with wetland preservation,
enhancement of recreational opportunities, river access, and wildlife
interpretive opportunities; and
WHEREAS, the Job Employment Training Services of the Petaluma People's
Services Center desire to support the application for said grants by
providing job training while enhancing the environment; and
WHEREAS, pursuant to the California Environmental Quality Act (California
Administrative Code Section 15000 et seq) , the pur suit and acquisition of
grant monies, preparation of a resource enhancement plan, and property
appraisals are categorically exempt pursuant to CEQA Sections 15306
(information collection), 15307 (actions for protection of natural resources),
15307 (actions for protection of the environment), 15313 (acquisition of
lands for wildlife conservation purposes) , and 15317 (open space
contracts/fee interests) ; and

WHEREAS, the City of Petaluma encourages assistance by the Petaluma
People Services Center -Job Employment Training Services Program.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby authorizes. application to the California Coastal Conservancy
for a grant to fund a .resource enhancement plan for the area generally
located along the Petaluma River between the Petaluma Marina and water
treatment ponds, and Adobe and Ellis Creeks below Lakeville Highway; and
NOW, THEREFORE, BE IT FURTHER RESOLVED that the City Council of
the City of Petaluma hereby enCourages~ the "California State Coastal
Conservancy to provide grant funding to prepare :a~ resource enhancement
plan and appraise properties located along the Petaluma River in interest of
future acquisition for marsh/wetland preservation.
