Resolution No. 89-85 N.C.s. of the City of Petaluma, California ADOPTING POLICY MANAGING DEVELOPMENT ALONG BODEGA AVENUE WHEREAS, the adopted Petaluma 1987-2005 General Plan allows development at specified densities on properties bordering or having potential vehicular access to along the Bodega Avenue corridor within the Urban Limit line as shown on Exhibit "A" , attached; and WHEREAS, it is the policy of the City to alleviate traffic hazards by encouraging access to arterial streets from only collector roads and local streets, and to require development to pay for necessary frontage improvements and a pro-rata share of needed traffic and off-site utility improvements; and WHEREAS, uncoordinated division and development of these properties will have long-term adverse consequences to traffic circulation, drainage facilities, and other utility installations; and WHEREAS, the City desires a policy to manage roadway and utility installation within the Bodega Avenue corridor (as shown in Exhibit "A") in the interest of: 1) maximizing the efficiency of public improvement installation, 2) of allowing development and subdivisions to participate equitably in the provision of street and utility improvements, and 3) of mitigating adverse effects caused by said development or subdivision; NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PETALUMA hereby adopts the following policy: As conditions of approval, all new development projects, building permits which will directly or indirectly result in additional unit(s), subdivisions of land, and projects requiring a discretionary permit or approval from the City within the Bodega Avenue Corridor, as shown in Exhibit "A" , shall do all of the following ~z~~s. No...8..9..-.8.5.......... N.cs. 1. Reduce to the extent 'pos'sible existing driveway access points and prohibit to the extent possible all n'ew driveway access points to Bodega Avenue. 2. Install improvements (or contribute the. 'project's pro rata share for future installation) along the project's Bodega Avenue frontage, including, but not necessarily limited to, storm drains, water and .sewer lines, curbs, gutters, streets, sidewalks, and. street lights to City Standards as determined by the City Engineer . 3. Widen and dedicate .for public use Bodega Avenue to accommodate. projected traffic .levels. 4, Underground alT utilities fronting or traversing the site unless otherwise provided by City Ordinance or waived by the City Council. 5. Contribute fair share funding (as determined by the City Engineer) towards off-site traffic .and storm drainage improvements (e. g. ; traffic signals at Bantam Way and Webster Street). 6. Provide parallel or "loop" streets. for vehicular access. A. On the northern side of Bodega Avenue, this loop street shall connect to Bodega Avenue only at North Webster Street and Bantam Way, as conceptually shown on the General Plan Circulation Map, and possibly Ruth Court. B. On the southern side of Bodega Avenue east of Bantam Way, street connections may occur only at Louken Street and Panda Place. C. For areas currently outside the City limits, annexation proposals must be accompanied by a master street plan that will utilize .:Bantam Way .for access to Bodega Avenue. 7. Provide access to a permanent public road (or private road if approved by the City Council) prior to issuance of any building permits. for a .given project.
