HomeMy WebLinkAboutResolutions 89-269 N.C.S. 08/21/1989:x r FZesolution No. 89-~ 6~9 N.C.S. of the City of Petaluma, California RESOLUTION APPROVING ISSUANCE OF A MITIGATED NEGATIVE DECLARATION PURSUANT TO CEQA FOR THE CREATION OF THE MIREMONT SUBDIVISION LOCATED ON CHERRY STREET EAST OF KEOKUK, AP NO.'s 006-031-03 and 16 WHEREAS, the Planning Commission has recommended issuance of a Mitigated Negative Declaration pursuant to the California Environmental Quality Act (CEQA) for a proposal to create an eight-lot residential subdivision at 210 Cherry Street, east of Keokuk; and, WHEREAS, an initial study which noted traffic, drainage and scenic impacts has been prepared for the project and has been reviewed by the Community Development and Planning Department; and WHEREAS, the results of this study have indicated that conditional approval of this project will not trigger any significant adverse environmental impacts; and, WHEREAS, staff and the Planning Commission have recommended that a mitigated negative declaration be issued on the above project; NOW, THEREFORE, BE IT RESOLVED that the issuance of said Negative Declaration pursuant to the California Environmental Quality Act is hereby approved, based upon the following findings: 1. The project, as conditionally approved, does not have the potential to degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below self-sustaining levels, threaten to eliminate a plant or animal community, reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below self-sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the range of a rare or endangered plant or animal or eliminate important examples of the major periods of California history or prehistory. 1 Rcs. No. ...... V.9.'1l..-6 ?.... N.C.S. 2. The project, as conditionally approved, does not have the potential to achieve short-term, to the disadvantage of long-term, environmental goals . 3. The project, as conditionally approved, does not have impacts which are individually limited, but cumulatively considerable. 4. The project, as conditionally approved, does not have environmental effects which will cause substantial adverse effects on human beings, either directly or indirectly. 5. The traffic impact of this eight-unit subdivision will be slight, relative to the required improvements and capacity of the existing road network and the impact of the subdivision will be mitigated through conditions of approval. 6. The potential adverse drainage impacts of the project are adequately mitigated through conditions of approval. 7. Conditions of approval and site design adequately mitigate potential adverse impacts on the scenic qualities and plant species of the site. reso. neg. dec. miremont/resol2 Under the power and authority conferred upon this Council by the Charter of said City.
