A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF PETALUMA, CALIFORNIA,
ORDERING THE SUBMISSION
TO THE QUALIFIED ELECTORS OF THE CITY
OF A CERTAIN ADVISORY MEASURE RELATING TO A
CROSS-TOWN CONNECTION/HIGHWAY 101 INTERCHANGE
LOCAL ROADWAY ALIGNMENT OPTIONS
AT THE GENERAL MUNICIPAL ELECTION
TO BE HELD ON TUESDAY, NOVEMBER 2, 2004,
AND REQUESTING THE SONOMA COUNTY BOARD OF SUPERVISORS
TO CONSOLIDATE SAID ELECTION
WITH THE NOVEMBER 2, 2004 PRESIDENTIAL ELECTION
WHEREAS, a General Municipal Election on Tuesday, November 2, 2004 has
been called by Resolution No. 2004-095 N.C.S., adopted on June 7, 2004; and,
WHEREAS, it is desirable that the Regular Municipal Election be consolidated.
with the Statewide Presidential Election to be held on the same date and that within the
City the precincts, polling places and election officers of the elections be the same, and
that the Election Department of the County of Sonoma canvass the returns of the Regular
Municipal Election, and that the election be held in all respects as if there were only one
election:
NOW, THEREFORE, BE IT RESOLVED, ORDERED, AND DECLARED
AS FOLLOWS:
SECTION 1. That pursuant to the requirements of the City of Petaluma's
Charter, the following is added to the .already called General Municipal Election to be
held Tuesday, November 2, 2004, for the purpose of submitting the following advisory
measure:

ADVISORY VOTE ONLY:
Do you support urging the City Council to pursue the design, YES
environmental analysis, funding and construction of a cross-
town connector and interchange connecting Petaluma
Boulevard North with the intersection of Rainier Avenue and
North 1VIcDowell Boulevard? NO
SECTION 2. That the text of the advisory measure submitted to the voters is
attached as Exhibit A.
SECTION 3. Pursuant to the Petaluma. City Charter and the requirements of
Election Code Section 10403, the Board of Supervisors of the County of Sonoma is
hereby requested to consent and agree to the consolidation of a Regular Municipal
Election with the Statewide Presidential Election on Tuesday, November 2, 2004, for the
purpose of submitting the proposed ordinance to the electorate of the City of Petaluma.
SECTION 4. The Sonoma County Election Department is authorized to canvass
the returns of the Regular Municipal Election. The election shall be held in all respects as
if there were only one election, and only one form of ballot shall be used.
SECTION 5. The Board of Supervisors is requested to issue instructions to the
Sonoma County Election Department to take any and all steps necessary for the holding
of the consolidated election.
SECTION 6. The City of Petaluma recognizes that additional costs may be
incurred by the County by reason of this consolidation and agrees to reimburse the
County for such costs.
SECTION 7. The City Clerk shall. file a certified copy of this resolution with the
Board of Supervisors and with the Sonoma County Election Department.

SECTION 8. That in all particulars not recited. in this resolution, the election
shall be held and conducted as provided by law for holding municipal elections.
SECTION 9. That notice of the time and place of holding the election is given
and the City Clerk is authorized, instructed and directed to give further or additional
notice of the election, in time, form and manner as required by law.
SECTION 10. That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.

Advisory 1Vleasure Subxuitted to the Voters of the Cit<~ of Petaluma
WHEREAS, the Rainier Cross-Town Connector and Interchange has been included in the
General Plans of Petaluma from 1961 fhrough the present and has accordingly formed the
basis for much of the development that has occurred in Petaluma over the past four decades;
and
R~REAS, the lack of an additional crass-town connector has created intolerable traffic
congestion on the East Washington co3xidor, which car: be expected to become worse with
further commercial development downtown and on the ILenilworth site; and
WHEREAS, planned improvements to the East Washington /Highway 101 interchange;
including a new northbound on-snip, while helpful, are not sufficient to provide the
congestion relief required; and
WHEREAS, a recent computerized traffic analysis concluded that a cross-tov~~n connector
and interchange connecting P.ainier to Petaluma Boulevard North would provide four times
more traffic relief tQ the East Washi~-~gton corridor than would an interchange at Corona
Road; and
WHEREAS; the construction costs of a Ra.uZier Cross-Town Connector and Inte~roha~~ge are
estimated to be .coy~parQble to those of a Corona Interchari~e; and.
WHEREAS, in ? 994 Petaluma voters defeated, by a margin of 59% to 41%, an initiative
directing the City !:ouncil to "fix Washington first" rather than build the Rainier Cross-T ovrn
Connector and Interchange; and
V~~IEREAS, in order to bring closure to this long-running debate it is appropriate for the
voters of Petaluma to once again weigh in directly on the issue;
NOW, THEREFORE, Tt~ PEOPLE OF THE CITY OF PETALUIvLg do .strongly urge and
advise the Petaluma City Council. to pursue the design, environmental analysis, funding and
construction of a cross-town connector and interchange connecting. Petaluma Boulevard
North vri+,h the intersection of Rainier Avenue and North Mcllowell Boulevard.
THE PEOPLE OF THE CITI' OF PETALUMA do further urge and ~.dvise the CitS~ Council

Flake appropriate designations of the Rainier Cross-TUwll Connector and.
Interchange Project with tl'ie Sonoma Comity Transportation Authority; the
Metropolitan Transportation Commission gild CalTraris so that the project can
be coordinated vaith the widening of Highway 10.1.;

(2) Expeditiously complete an environmental impact report for the
Rauuer Cross-Town Connector and hrterchange Project;
(3) Finalize the design of the Rair_ier Cross-Town Connector and Interchange
Project incorporating an at-grade railroad crossing if feasible, determine the
precise.footprint of land needed for the.project and take steps io preserve the
necessary right of way;
(4) Prepare a financing plan for the Rainier Cross-Town Connector and
Interchange. Project that maximizes the contributions from property owners
and businesses directly benefiting Isom tree project via the use of Benefit
Assessment Districts and other appropriate mechanisms;
Not allow the environmental impact report for an~~ development proposal
to utilize the Rainier Cross-Toni Connector and Interchange Project as
assumed traffic mitigation until. such time as (i) all necessary environmental
impact reports have been certified, all funds to construct the project have
been identified and secured, and (3) no substantial impediments remain to
construction of the project;
(6) Design the Rainier Cross-Town Connector and Interchange Project so as to
fully mitigate all flooding impacts and to incorporate appropriate bicycle and ,
pedestrian pathways.
