HomeMy WebLinkAboutResolutions 89-031 N.C.S. 02/06/1989~~ Resolution No. 89-31 N.C.S. of the City of Petaluma, California ESTABLISHING 1990 DEVELOPMENT OBJECTIVES WHEREAS, the City's Growth Management System requires the City Council to set Development Objectives each year for applicable new residential projects; and, WHEREAS, the purpose of Development Objectives is to pro-actively inform the development community of the City's expectations for new residential projects subject to the growth management system; and, WHEREAS, the Development Objectives are advisory and not binding on any project; however, a project's compliance with said Development Objectives may be used by the City Council as a means of determining the number of allocations a project may receive in years when the demand for allocations exceeds their availability: and, WHEREAS, the Development Objectives are not intended to supercede the policies of the .Petaluma General Plan, and. that all residential projects are expected from the outset to satisfy those policies applicable to the project. NOW THEREFORE BE IT RESOLVED that the Petaluma City Council hereby sets the following Development Objectives for the 1990 Calendar year: 1. Alternative housing projects such as modular or self-help cooperatives are encouraged. 2. Joint development of adjoining smaller parcels is encouraged when it will result in a better overall project design. 3. Projects in newly developing areas (i.e., not infill projects) in the Urban Diversified (up to 10 du/ac) or Urban High (up to 15 du/ac) General Plan land use categories should provide private open space, recreation facilities or public open space maintained by a landscape assessment district for the benefit of its residents when dedicated public recreation facilities are not required as a condition of approval. 4. Maintain an average Eastside/Westside development ratio of 65 percent and 35 percent, respectively, over a three (3) year period. 89-30 Ices. ~o....._ ........................ N.C.S. i , t 5. Increase the stock of multi-family housing in newly developing areas where permitted by the General Plan. 6. Work with affected school districts to ease potential impacts resulting from new development. 7. Maintain the integrity of the Urban High and Urban Diversified land use categories in newly developing areas by requiring that development projects on sites with those designations have an overall density of not less than 67% of the maximum allowable General Plan density. 8. Public sidewalks in new residential developments shall be designed to meander and undulate along the street. 9. Developers are encouraged to provide some portion of their commitment to affordable housing in the form of on-site units instead of in-lieu fees. The number of units provided on-site should be consistent with Program 12 of the Housing Chapter of the General Plan; however, projects providing less than the minimum percentage will also be expected to pay a balance of in-lieu fees to fulfill their obligation. reso. develop .objectives / gm Under the power and authority conferred upon this Council by the Charter of said City.
