HomeMy WebLinkAboutResolution 89-006 N.C.S. 01/09/1989 ~f'S®IUtI®~ NO. 89-06 N.~.S. - --- -- of the City of Petaluma, California RESOLUTION OF INTENT TO ENTER INTO A DEVELOPMENT AGREEMENT WITH BURBANK HOUSING DEVELOPMENT CORPORATION .FOR THE DISPOSITION OF 8 LOTS IN THE CITY-OWNED MADISON MANOR SUBDIVISION WHEREAS, provision of affordable housing is an ongoing problem in all localities; and WHEREAS, Petaluma has shown to be leader in innovative programs for the need of affordable housing; and WHEREAS, Burbank Housing Development Corporation ("BURBANK") is a charitable, non-profit housing development corporation operating in Sonoma County; and WHEREAS, BURBANK has shown itself in Petaluma and elsewhere in the county to be a capable provider of affordable housing, including construction through the self- help method; and WHEREAS, BURBANK has proposed that all unused and unneeded lots in the Madison Manor subdivision be developed as low and moderate income affordable housing through the self-help method of construction; and WHEREAS, in order to secure funding to finance such housing development, BURBANK is desirous of entering into a development agreement for this project with the City of Petaluma; and WHEREAS, the matter was considered before the council at its December 19, 1988 meeting; and WHEREAS, at that meeting it was determined that it is in the best interest of the City of Petaluma to hold back no more than 2 of the remaining unused lots at the Madison Manor subdivision for future flood relocation sites; NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma hereby declares its intent to enter into a development agreement with. BURBANK, whereby 8 of the remaining 10 unused lots at the Madison Manor subdivision shall be made available as the site of a mutual self-help owner-builder affordable housing project, subject to the following conditions: Res. No...........S9.-O.6..... N.C.S. 1. The design of houses to be built on the lots shall be compatible with the neighborhood and subject to approval by SPARC; 2. Resale controls on the project shall be such as to provide the. greatest affordability possible, while not negatively impacting the property value of the existing neighborhood; 3. Project construction shall begin within one year from date of this resolution. Under the power and authority conferred upon this Council by the Charter of said City.
