'. -Manager; Capital Projects Division SUBJECT: Resolution Accepting Donations to the Wiseman Park Restroom Project and Authorizing Staff.to Prepare Plans and.Specifications and Advertise for Construction of the Project RECOMMENDATION Staff recommends that the City Council approve the resolution accepting donations to the Wiseman Park Restroom Project and authorizing staff to prepare plans and specifications and advertise for construction of the project. BACKGROUND This project consists of building a restroom in an undeveloped area located between the soccer fields and softball diamonds neat the,south end of Wiseman Park facing St. Augustine Circle. Staff has researched various restroom pre-engineered models and proposes a unit with a single toilet, single sink, ADA accessible restroom for-each sex. The site has potable water and sewer services, which will reduce construction costs compared to a site Without service. DISCUSSION The project is in the FY 12-13 CIP budget, and indicates that donations are needed to support • project costs. These donors are ready to move forward and cash donations for $20,000, representing 20 percent of the project budget, are being offered by the Petaluma Youth Soccer League.(PYSL) and Petaluma Girls Softball Association (PGSA). However,prior to commencing, the City held a workshop to hear concerns expressed by some,neighbors and to gage the level of community support. Staff sent out notices and held a public meeting on March 13 to hear comments on the location and design of the proposed restroom..Approximately 16 City residents and youth sports supporters attended and'eight addressed staff'during the meeting. Neighbors who live directly across from the site expressed concerns about a lack of mainterianee and security, attracting homeless people, lack of exterior lights, and poor aesthetics. Representatives from various sports leagues strongly supported the need for a restroom because of the many hundreds of participants playing in-the park sports fields,'including the Petaluma Agenda Review(:—.,City Attorney Review(:—., City Finance P ectol ' 401 City Manag i -.-V) 1 Girls Softball League, Petaluma Youth Soccer League,;Lacrosse:and various adult soccer teams. There is currently no facility in the park other than a single porto john. The Recreation, Music & Parks Commission considered the•matter at.its March 20 meeting. The neighborhood and interested parties were noticed and two neighbors attended the meeting and in addition to providing design and location input, repeated similar comments from the prior meeting relative to park activities. Several other;neighbors documented their complaints via email and generally, the concerns were related to loud music, generators'for pitching machines, litter, unlicensed mobile food vendors and other nefarious activity. In response, staff has communicated with park users relative to the use of generators and the playing of loud music and the Police Department invited a neighbor representative to the April 16`h, Petaluma Policing Town Hall meeting pertinent to that area. Additionally, the Police Department and Parks and Recreation staff have committed to a follow up meeting unique to the Wiseman Park neighborhood should such be necessary and helpful. Staff and commission members addressed some of the concerns by adjusting the proposal to include exterior solar night lights, locate the • building as far back from the street as feasible and orient the doors away from the street front. The Recreation, Music and Parks Commission unanimously approved a motion recommending that the City Council approve the project and accept the,project donations. Additional letters were sent to the same list of residents as the prior two notices, reminding neighbors of the offer for a follow up meeting with the Police and Parks and Recreation Departments to hear concerns specific to Wiseman Park, and reminding them that project approval is on the City Council's May 6, 2013 agenda for consideration. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits". FINANCIAL IMPACTS Council has previously approved a total project budget of$100,000, including $80,000 of Park Land Impact Fees. However, moving the project forward has been dependent on cash contributions from local sports groups. A partnership was created with users of the Wiseman athletic facilities resulting in PYSL and PGSA each donating $10,000 toward the project. Vicinity Map 3 Attachment 1 RESOLUTION ACCEPTING DONATIONS TO THE:WISEMAN'PARK RESTROOM PROJECT AND AUTHORIZING STAFF TO PREPARE PLANS AND SPECIFICATIONS AND ADVERTISE FOR CONSTRUCTION OF THE PROJECT WHEREAS, the City of Petaluma is preparing construction.of a bathroom facility on City owned land to meet the needs of the Petaluma community at Wiseman Park; and WHEREAS, the Petaluma Community participated in a public meeting held March 13, 2013, providing input regarding project location and features they would like to see taken into consideration on the project; and WHEREAS, at its meeting on March 20, the Recreation, Music and Parks Commission reviewed the Wiseman Park Project and recommended approval of the project to the City Council; and WHEREAS, the City Council has previously approved a$100,000 project budget towards the design and construction of the Wiseman Park Restroom, anticipating $20,000 of cash contributions from local sports groups prior to implementing the project; and WHEREAS, donations in the amount of$20,000 have been offered to complete the project by Petaluma Youth Soccer League and Petaluma Girls Softball Association who are Wiseman Park athletic users. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby: 1. Accepts donations in the amount of$20,000 for the purpose of completing the Wiseman Park Restroom Project. 2.
