RESOLUTION TO AMEND THE JOB DESCRIPTION OF CLASSIFICATION
CONTROLLER
WHEREAS the City Manager as the Personnel Officer of the
City has submitted to the Council a revised job description for the
classification Controller in order to bring it intn conformity with the present
work assignment, and
NOW, THEREFORE, BE IT RESOLVED that the job
description of Controller is hereby revised to establish the duties in
accordance with the description in Exhibit "A" attached heretr~ and made a
part hereof.
BE IT FURTHER RESOLVED that this actaon is taken
pursuant to Personnel Code 2.04.020 and Personnel Rules and Regulations
(Rule IV, Section 5) for classifications of the Personnel System, that the
notice of this action has been properly posted and that the City Manager
recommends this action.
NOW THEREFORE, BE IT RESOLVED that the Resolution No.
7054 N . C . S . , as amended, and Resolution 87-189, is hereby amended to
include establishment of the revised classification of Controller, to remain
assigned to Unit 9 (Management) , effective September 6, 1988.
Under the power and authority conferred upon this Council by the Charter of said City.

CONTROLLER
Definition
Under general direction of the City Finance Officer, the Controlhr will be
responsible for the operation of the City's accounting system and perform
related duties as required.,
Examp]e of Duties:
Duties will include a variety of accounting and :administrative functions
including but not limited to preparation of journal entries; analysis and
reconciliation of bank .and general ledger accounts; internal audits of
sub-account systems; coordination with independents auditors; preparation of
special studies,;, development and modification of computerized accounting
systems; preparation of financial statements of the City and its affiliated
agencies in accordance with generally accepted accounting principles
(GAAP) and governmental accounting, auditing,, and financial reporting
standards {GAAFR) ; analyzes and prepares financial reports in compliance
with federal,. state, and local laws, rules .and regulations. Will train and
supervise other employees and direct specai-ic finance functions which may
include business lieensin'g, cash. receipts, accounts receivable, accounts
payab]e, utility billing and payroll.
Education and Experience:
Bachelors degree in Accounting, Business Administration, or related field is
required. Professional accounting 'or finance experience; minimum of three
years of increasingly responsible experience 'is desirable. Experience in
municipal accounting is desirable, but .not required.
Knowledge of;
Requires thorough.. knowledge of accounting skills needed to perform the
described duties without direct supervision; knowledge of generally
accepted accounting principles and practices; knowledge of computerized
accounting systems and use of personal computer applications; and
knowledge of governmental budgeting and control, accounting, auditing and
financial: reporting for' municipal governments.
Ability To:
To prepare financial. statements in accordance with GAAP and GAAFR;;
understand„ interpret, an:d implement the po]~ies and procedures for
day-to-day operation of the .finance function; operate personal. computer
applications;; analyze and .interpret financial. data. and develop special.
financial.. reports:;; design and. install efficient .and effective accounting and
record keeping' systems; develop and maintain accounting and control
procedures for 'City revenues; understand and interpret .laws and
ordinances;. -understand: and apply data, processing principles. to financial
billing arid. ,record keeping systems; plan:, assign.:, supervise and evaluate
the work of° subord.inates; write. clear .and. concise communications; develop
and maintain working relations with employees:,. financial institutions, other
governmental °agencies~, audi~rs, and the public.
