NOTICE
ADDRESSING THE STATUS OF CERTAIN RESIDENTIAL PROJECTS
FACING FORFEITURE OF 1988 AND 1989 ALLOTMENTS UNDER
THE PROVISIONS OF THE INTERIM AND PERMANENT RESIDENTIAL
GROWTH MANAGEMENT SYSTEM ORDINANCES
WHEREAS, the City Council .has adopted an Interim Residential Growth
Management System to address allocations for calendar year 1988 and a
permanent Residential Growth Management System to handle allocations for
calendar year 1989 and beyond; and
WHEREAS, Section 17.32.050 of the interim ordinance (Chapter 17.32 of
the Municipal Code) and Section 17.26.070 (F) of the growth management
system ordinance (Chapter 17.26 of the Municipal Code) establish a deadline
of December 31, 1988, as the date by which certain projects must have
either an approved tentative map or have been through Preliminary Review
and have had their project application deemed complete by the Planning
Department; and
WHEREAS, according to those sections of the respective growth
management ordinances listed above, any project not achieving the required
approval or determination of completeness by December 31 shall forfeit. its
allotments unless the City Council finds that the deadline should be
extended; and
WHEREAS, six projects have been identified by staff as facing forfeiture
of allotments
Westridge IV (96 allotments for 1988)
Country Club Estates II (27 allotments for 1988)
Park Place V (84 allotments for 1989)
Country Club Estates III (73 al lotments for 1989)
Twin Creeks (65 allotments for 1989)
Fairway Meadows (54 allotments for 1989)
NOW THEREFORE BE IT RESOLVED that the City Council hereby extends
the forfeiture deadline of December 31, 1988, sixty (60) days for Westridge
IV and thirty (30) days for Country Club Estates II based on the following
fin dings
1. Both projects have made significant progress over the past year
toward achieving tentative map approval.
2. Both projects have been scheduled for or have completed public
hearings at the Planning Commission.
3. Both projects have particular characteristics that has made processing
more difficult and lengthier than normal.

BE IT FURTHER RESOLVED that circumstances do not warrant that the
deadline on the four remaining projects (Park Place V, Country Club
Estates III, Twin Creeks, and Fairway Meadows) be extended; and that if
any of those projects are unable to meet requirements of .the Residential
Growth Management System Ordinance by December 31, 1988, their
allotments shall be forfeited and returned to the available allocation pool.
