FZesolution N®. 88-351 N.C.S. of the City of Petaluma, California RESOLUTION TO RESOLVE APPARENT DISCREPANCY BETWEEN GENERAL PLAN POLICY AND ZONING ORDINANCE POLICY AND ZONING (PUBLIC STORAGE, INC.). WHEREAS, the 1987-2005 Petaluma General Plan contains policies and programs encouraging high employment businesses in industrially designated areas; and, WHEREAS, the Zoning Ordinance lists storage and warehousing facilities as permitted uses in the Light Industrial Zone Districts; and,. WHEREAS, Public Storage, Inc., applied for site plan and architectural approval of a mini-storage facility on a McDowell North parcel which is zoned "Light Industrial" .(AP NO. 007-630-20), as a permitted use; and, WHEREAS, the Petaluma Site Plan and Architectural Review Committee, upon review of this matter on August 25, 1988, requested City Council clarification of the apparent discrepancy between the General Plan policies and the Zoning Ordinance list of permitted uses as they pertain to the Public Storage, Inc. , proposal; and, WHEREAS, on October 3, 2988, the City Council considered this matter with both written and oral testimony offered by staff and Public Storage, Inc. ; and, WHEREAS, during the testimony it was revealed that mini-storage buildings can be constructed and the site designed to accommodate future conversion. to offices or other higher-employment businesses; .,. NOW, THEREFORE, BE IT RESOLVED THAT THE City Council of the City of Petaluma, based on the foregoing, hereby finds that the proposal 1 k~5. ~~_...8.8.-..35.1..._,.. N.cs. by Public Storage, Inc. , to construct a mini-storage facility in a Light. Industrial zone is consistent with the policies and programs of the General Plan provided the following conditions are fulfilled: 1. That the facility is constructed so that it may be successfully converted to higher employment uses at a later date, and 2. That the facility is indistinguishable from an office or high-end industrial use in terms of architectural quality, supply of parking spaces adequate to accommodate employee-intensive office uses,landscape abundance, and adequate setbacks as viewed from public areas. reso. public, storage resol0 Under the power and authority conferred upon this Council by the Charter of said City.
