Brown, City Manager , SUBJECT: Resolution Amending the Pay Rites for Part-tine Positions RECOMMENDATION If the City Council increases the Living Wage, it is recommended that the City Council adopt the attached Resolution Amending Pay Rates for Part-tintePositions, effective July 1, 2013. BACKGROUND An item has been placed on the Council's Agenda for May 20; 2013:that would, with Council approval, increase the Living Wageirate for thei2013-2014 FiscalYear. The City's part-time classifications of Building Attendant, Marina Attendant, Tiny Tots Teacher 1 and Ramp Attendant are subject to the Living Wage. These positions and Recreation positions benchmarked to the City Living Wage positions were last adjusted by 2.9 percent effective.July 1, 2012. DISCUSSION If the City of Petaluma provides a 2.2 percent pay rate adjustment to those employees in Living Wage positions effective July 1, 2013, there are positions benchmarked to Living Wage position classifications in the Recreation Services Division that'have been treated in the same manner. In order to,maintain pay rate consistency among those positions that are related and or similar,but are not:subject to,the�Living`Wage ordinance, it is recommended that those part-time position classifications also receive the 2.2 percentcostof living adjustment effective July 1, 2013. The affected positions and "rates of pay are listed in Attachment A. F INA NCI A L IM PA C T S' Increasing theiLiving Wage by 2.2 percent, effective July 1, 2013, will result in a total estimated increased cost=todhe City inthe 2013.2014 Fiscal Year of$ 7,718.The General Fund's share of this cost is $6,461. The estimated cost of adjusting the hourly wage of City'of Petaluma Living Wage-positions is'$3,792, and $3,926 for those Recreation positions.benchmarked'to the City's, Living Wage:p isitions. Of the City of Petaluma,, California RESOLUTION AMENDING THE PAY RATES FOR PART-TIME POSITIONS WHEREAS, the December to December Consumer Price Index for San Francisco-Oakland-San Jose (CPI-U) indicates_.an overall increase of 2.2 percent in Bay Area consumer prices from the December 2011 to December 2012;;and; WHEREAS, the City Council of the City of Petaluma; pursuant to Petaluma Municipal Code Section 8136.060.D, adopted a 2.2 percent cost ofliving adjustment to the Living Wage effective July 1, 2013 based upon the most recent December 2011 to December 2012 Consumer Price Index for San Francisco-Oakland-San Jose (CPI-U); and, WHEREAS, the City of Petaluma part-time positions of Building Attendant, Marina Attendant, Ramp Attendant, and Tiny'Tots Teacher 1 are subject to the Living Wage and will receive an increase of 2.2-percent effective July 1,2013; and, WHEREAS, the City wishes to maintain pay rate consistencywithinr certain part- time positions which.are related,,and or-similar to the:city' Livihg Wage positions, but are.not subject to the Living Wage:ordinance; and WHEREAS, the City last adjusted the pay rates for certain part-time positions effective.July 1, 2012 by2.9'percent; and WHEREAS, the schedule'of pay rates for the part-time'positions recommended for the,pay rate adjustment of 2.2 percent are amended and listed(as attached hereto and marked Attachment A). NOW, THEREFORE, BE IT RESOLVED'that the City`Council does hereby approve a 2.2 percent pay rate adjustment for the part-time positions listed in Attachment A and BE IT FURTHER RESOLVEI) that the 2.2 percent pay rate adjustment"shall be effective July 1, 2013.
