RESOLUTION AMENDING CLASSIFICATION PLAN TO ESTABLISH A
NEW POSITION CLASSIFICATION OF DIRECTOR OF PERSONNEL
AND DESIGNATING IT TO UNIT 8, (MANAGEMENT)
BE IT RESOLVED that the Classification Plan and Compensation
Plan as originally adopted pursuant to Resolution No. 6118 N . C . S . , as
amended, and the classification titles and. specifications as adopted by
Resolution No. 7054 N . C . S . , are hereby amended by establishing a
classification of Director of Personnel, (as attached hereto and marked
Exhibit "A" and made a part hereof) .
BE IT FURTHER RESOLVED that this action is taken pursuant to
Personnel Code 2.04.020 and Personnel Rules and Regulations (Rule IV,
Sect~n 5) for classifications included in the Competitive Service of the
Personnel System, that the notice of this action has been properly posted
and that the City Manager recommends this action.
NOW THEREFORE, BE IT RESOLVED that the Resolution No. 7054
N . C . 5 . , as amended, is hereby amended to include establishment of the
classification of Director of Personnel and assigning this classification to
Unit 8 (Management) , effective August 1,1988, at a salary range of $3,455 -
$4,200 per month.
Under the power and authority conferred upon this Council by the Charter of said City.

DIRECTOR OF PERSONNEL

Under executive direction; developes and administers personnel program and
labor relations; conducts research on personnel problems and practices;
prepares and submits: .reports which include recommendations for
administrative actions; serves as Risk Manager for the City; and performs
related duties as required ..
Example of Duties
Duties may include but are not limited to the following .
Plans, formulates, promotes and assists administration and department heads
in the development of a sound personnel 'program; reviews job tasks and
analyzes comparative levels of duties and. makes classification
recommendations; conducts appropriate recruitment and selection
procedures; assists departments in meeting their AfSrmative Action goals;
supervises the establishment and maintenance of confidential personnel files
and records.
Acts as Secretary to 'the Personnel Board; conducts meet and confer
sessions; advises and assists in the administration of the Memoranda of
Understanding and Compensatir~n Plans; advises administrative heads on
matters of cliscipline and grievance.
Administers the employee fringe benefit program;. acts as DirectAr on the
Board of Directors of . California Joint Powers Insurance Authority;
researches, analyzes,. procures insurance policiQS; maintains records of
claims filed against the :City; .makes, recoinmendation• on claims settlements;
coordinates claim investigations between the City Adjustor and various
departments; establishes- risk avoidance programs.
Prepares budgets°. for the "Personne_ 1 and Risk Management functis~ns; attends
City Council meetings and other meetings as representative of the City;
performs related. duties as assigned.
