RESOLUTION APPROVING THE ISSUANCE OF A
NEGATIVE DECLARATION PURSUANT TO THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT FOR
MISCELLANEOUS ZONING ORDINANCE
TEXT AMENDMENTS
WHEREAS, City staff recommended amendments to the City of Petaluma
Zoning Ordinance (1072 N.C.S.) to better reflect Council policy and State
law, and to satisfy objectives, policies, and programs of the General .Plan;
and,
WHEREAS, the Petaluma Planning Commission considered staff's
recommendation during two public hearings on April 26 and June 14, 1988,
.and considered all written and oral testimony submitted prior to rendering
its decision; and,
WHEREAS, the City Council considered the Planning Commission's
recommendations and all pertinent information on July 5, 11 and 18, 1988
prior to rendering a decision.
WHEREAS, the proposed amendments affect the following zoning
sections: 1-203, 5-408, 6-203, 6-204, 6-407, 6-408, 6-409, 7-202, 7-203,
7-404, 7-405, 7-603, 8-204, 8-411, 8.1-203, 8.1-403, 9-203, 9-405, 10-404,
11-413, 12-413, 13-424, 14-416, 15-412, 19A-200, 20-207, 20-300, 20-413,
20-414, 21-500, 24-204, 24-306, 26-505, 26-512, and 26-512.3;
NOW, THEREFORE, BE IT RESOLVED that the issuance of said
Negative Declaration pursuant to CEQA is hereby approved for these zoning
text amendments, based on the following findings:
1. The zoning ordinance text amendments, do not have the potential
to degrade the quality of the environment, substantially reduce
the habitat of a fish or wildlife species, cause a fish or wildlife
population to drop below self-sustaining levels, threaten to
eliminate a plant or animal community, reduce the habitat of a fish
or wildlife species, cause a fish or wildlife population to drop
below self-sustaining levels, threaten to eliminate a plant or
animal community, reduce the number or restrict the range of a

rare or .endangered plant or animal or eliminate important
examples of the major periods of Califorxiia history or prehistory.
2. The zoning. ordinance text amendments, do not have the potential
to achieve . short-term, to the disadvantage of long-term,
environmental goals.
3. The zoning ordinance text amendments, do not have impacts which
are individually limited, but cumulatively considerable.
4. The zoning ordinance text amendments., do not have environmental
effects which will. "cause substantial adwer'se effects on human
beings, either directly or indirectly.
5. The zoning ordinance text amendments are consistent with ,and
further promotes the objectives, goals,. -and policies of the General
Plan .
