S:am kirby a.t the Parks Field Office last week ands, as he was going on vacation this week, he suggested I address my questions -to you. I am part of a PTA committee looking into the possibility of developing a hillside park: at one of our local public schools. As part of our, research, it ~~Jas suggested we talk to the city of Berkeley as you hive a number of hillside parE;s. We had several questions that it would be most helpful if you could ;~ns~rrer. Insurance: Did your ihsurance go down, or were the rates less ,for hillside parks, given, for instance, the additional safety of a slide that follows the slope of a hill, as at the strawberry Creek Park? As insurance will be a major issue for us ir. getting this project funded, any insurance com- parisons you f~ave would be helpful. ~'Ir' ~antgornery said that-this was difficult to ~nswe~ as Berkeley is self-insured. However; in his five. yews;: these has never been a claim against the city because of the toooq~anhy of hillside,oa~ks, though these have been claims because of the concrete slides, which we do not not plan to use. 13 'italics i oprese~t a~swe~s received f~oin rlr. rlontgoinery du~i~g a one hcu~ r,~eetiny~ with him on June 9. 1988 . ~,,: ,. ~~. ~afet~;r: ~o you have. any statistics on safety or the number of injuries on flatlandparks as opposed to hillside parks? ,'. ~. ir~terdepartmer~~ta1 Cooperation: 'Here any of your parks t;;e result of sei~~~ool/city cooperative ventures`' Were any o-f them built using neighbonc~cd volunteers? if so, :did you run into any probl-ems'? Any words of wis- dom you could dive us:. . Covoerative ventures• many of Berkeleys parks are ~vint ventures between city and school district Ivlr Montgomery gave us a copy of one cf their joint use agreements, and he,oointed vut certain Weaknesses One was the proposed use ofwint bill~~q between the city and school district to date for work done. the billing has not been done because the, orocess is complicated, and they :don 't have the tune and mango wer to carry i t out, ~'vlunteers• .rho cityhas founda company which specifically insures volunteers !t is ~/S (~ol- unteer /nsur~nce Service), 216 S. Peyton St., ,~Ie~~andria, Ua. 22.~1~ 25I.~ Ph. ~' 1-500-465-~~00 In using volunteers, Berkeley has been success- ful with an Adopt- A -Park program, if the ad- dootinggroup hada very committed leader, an organizer These groups do fund raising and maintenance. l`?r. Montgomery said that Berkeley has had no success involving Seniors in the park pro- jects; but he rerrmen7bered that Fresno had had a very successful Seniors-Park volun- teer group. (The Committee is now getting in touch ii~ith Fresno for information. ~ - ~•o>. ' ~, 4. Specialis s. Do.you use specialists in park design, orrn h i 11 ~ i de park design, or are these i n-house personae 1 ? ~u you kr~ow of any resource people we could contact? ;hen these is a lame protect, Berkeley turns o outside designers There are at least two /?ublicand two commission meetings con- cerning a new, nro~ect. rIr rlontgvmery aISO suggested using a lay task force in .initial design andrecommendedhac~inga dis- abledperson.on the task force to advise cn disabled access Often the able bodied s;mply~ overlook thugs eye also recommended two publications, pI~~~FvrAll, edtedbyrloore, Goltsman, and /acofano, end A Handbook for oublic Play around Safety! l~olurnes /and //, publishedby the US'Co~sumer oroducts Safety Commission, Washington, D. C. 6rr'e are a/ready using these resources 5. post: Did you f ind the cost of hillside parks greater than the cost of f latland parks, given a natura . hi 11- side, ~~dithaut the need of creating a hill? G~adinq, drainage, planting andmainten- ance tend to be higher than with a flat land. This can be offset with the use of volunteers and fundraising, pkrs the advantages inherent inmakinggooo'use of an otherwise ui~usab/e hillside. ~. Play use: Do you have the sense that, because of the nature of the hillside park, its at ractiveness to children, that these parks are more heavily used, or are they neighborhood parks used primarily by the children who live in the sure ounding area? fP t;'vY'~ '~. -n ~` if tfe park in question has a spec: tac ular v,~~ w; as do secfe~al of Berkeley'sparks; ti7ey e,`Jd to become regional parks. ?. ``~;ui~~,~nent: What process d`id you use in choosing; ec~uiN- m~~~it."-` Did ycu use natural equipment, ie. boulders anc.r~ored iltCi the ~r.}rdu~~fU? Berkeley holds three ,au~lie hearings .when choosing equipment. 6e~keley has several "hock' parks'' designed around natural rock outcroppings ~. Landscape: Did you use any .native shrubs or grasses to cut down the cost of maintenance? ! f so, has this been successful? Berkeley is now using a great many drought tolerant, nla~tinys and,. as native plants be- come more -avai/ab/e, more native shrubs They are finding that after two or three years of irrigating to get the plants well started, they can stop. irrigation completely. Thus ~n sorrre parks; they only .install tem - porary irrigation equipment. This repre- se,~ts a considerable savings of money and maintenance. ~. success/Failur-e History: Have you had any problems with kles~ parks growing out of'the nature of a hillside park itself? Were there problems with erosion, the choice or installation of playground equipment, maintenance etc. Berkeley has hadho m~jor,orob/ems with their hillside parks There has been minor erosion, as children can make their own paths up the hillside; but this has been minimal, ~o. p~~j,.. ~: _ ', ..
