Resolution No. 88-178 N.C.S.
of the City of Petaluma, California
GRANTING ALLOTMENTS FOR 1989
WHEREAS, the City Council has adopted a growth management system by
Ordinance 1716 N.C.S. (Chapter 17.26 of the Petaluma Municipal Code)
establishing the procedure for granting allotments on a yearly basis : and,
WHEREAS, interested developers have filed Notice of Intent to Develop
forms in accordance with the provisions of Chapter 17.26 and these in
combination with other allotment obligations created by the action o the City
Council comprise the total number of allotment requests for 1989; and,
WHEREAS, the granting of allocations must be done in conformance with
General Plan policy that permits an annual average of 500 allotments, no
more than 1000 allotments in any year and no .more than 1500 allotments
over three years.
NOW THEREFORE BE IT RESOLVED that the City Council shall hereby
grant allotments for calendar year 1989 and reservations for calendar year
1990 as follows:

BE IT FURTHER RESOLVED that the ~ City Council hearby borrows 13
allocations from the 1990 allotment pool in order to grant those 1989
allotments exceeding 500; that the Council chooses not to borrow 45
allocations from the 1990 allotment pool for projects on less than 5 acres or
less 15 units as provided in Section 17.26.060 (c) ; and that should the
developer of Muirwood not comply with the terms of its development
agreement with the City, its 100 allotments granted for 1989 may be
returned to the allotment pool.
AND BE IT FURTHER RESOLVED that the City Council hereby denies those
allocation requests for projects within the Corona/Ely Specific Plan Area.
based on the following findings:
1. In consideration of the time line for approval and adoption of the
Specific Plan, Financing Plan and Master EIR as well as the
implementation of an appropriate financing mechanism and eventual
construction of major improvements, the applications of allotments are
premature and could have a detrimental impact on the effectiveness of
the planning process in Corona/Ely.
2. There appears to exist sufficient development potential through 1989 in
already approved projects to not cause serious impact to the revenue
stream that comes to the City through new development and making it
unnecessary to open up development in Corona/Ely at this time.
3. There will be sufficient time following adoption of the Specific Plan,
Financing Plan and Master EIR to process projects in Corona/Ely to
begin development in 1990.
However,. the Council hereby reserves 150 allotments for 1990 for the
Corona/Ely area as an indication of its intent to grant allotments in
Corona/Ely beginning in 1990.
