RESOLUTION OPPOSING SONOMA COUNTY INITIATIVE
PETITION ESTABLISHING "BILL OF RIGHTS FOR
SONOMA COUNTY PROPERTY OWNERS",
MEASURE C ON THE JUNE 1988 BALLOT
WHEREAS the City Council reviewed said initiative petition; and.,
WHEREAS after deliberation, it was found that certain aspects of the
initiative (Measure Con the June 1988 ballot) , as outlined below, are not in
the best interest of the residents of the City of Petaluma and the residents
of the incorporated areas of the County.
1. Acknowledging that courtesy, equity anal timeliness must be
observed in the Planning and Development Review processes, it
would likely be acknowledged by the majority of the citizens of
the County as a whole that the basic assumptions underlying this
initiative petition are faulty. In fact, the property rights
erosion, excessive requirements, and time consuming review
process alluded to are overstated generalizations about the
development process which is necessary for the preservation of
high quality of life standards desired by and benefiting the
majority of the residents of the Petaluma community and our
urbanizing County.
2. Relying solely on zoning of property for guidance of development,
as is called for in Sections 8 and 11, ignores broader development
policies addressed in the County General Plan and various
Specific Plans incorporated as part thereof.

3. The provisions of the initiative may lead to premature and/or
substandard development of unincorporated areas adjacent to the
City, the result of which may impinge upon existing incorporated
areas and the residents of the Petaluma community.
4. The provisions of the initiative may lead to premature annexation
requests, encourage speculative pressure, heighten expectations
of rural landowners, or render unincorporated areas which
develop prematurely and haphazardly undesirable for subsequent
annexation consistent with the City's long range plans.
5. The provisions of the initiative are in direct conflict with State
Law with respect to the activities and mandates of the Local
Agency Formation Commission and Airport Lane Use Commission
which the City relies on to help insure appropriate growth and
development.
6. The provisions of Section 6 of the initiative specifically abolishes
the County Design Review Board which now affords the City what
little input it has with respect to development in the
unincorporated areas surrounding Petaluma.
7. The provisions of the initiative would, it appears, abolish the
several Specific Plans, i.e. Sonoma Mountain, Penngrove, West
Petaluma and Dairy Belt which are now part of, and elaborate
upon, the County General Plan and which protect the integrity of
the agricultural, rural and rural residential lands which surround
Petaluma and so influence our community.
8. In general terms, the initiative seeks to remove the County
Government from the role of mediator for land use and
development issues. The initiative will reduce the opportunity of
County decisionmakers to balance the needs and desires of
individual property owners and developers with the needs and
desires of the Community at large including residents of the

incorporated cities. The initiative clearly will bring disharmony
by decreasing opportunities to resolve problems.
