of the City of Petaluma, California
RESOLUTION APPROVING ISSUANCE OF A MITIGATED
NEGATIVE DECLARATION PURSUANT TO CEQA FOR THE
CREATION OF KINGSWOOD SUBDIVISION LOCATED ADJACENT
TO 1400 "I" STREET, PORTION OF AP NO. 019-201-07.
WHEREAS, the Planning Commission has recommended issuance of a Mitigated
Negative Declaration pursuant to the California Environmental Quality Act
(CEQA) for a proposal to create a 9-lot residential subdivision, adjacent to
1400 "I" Street; and
WHEREAS, an initial study which noted potential traffic and drainage
impacts has been prepared for the area and has been reviewed by the
Community Development and Planning Department: and
WHEREAS, the results of this study has indicated that approval of this
project as conditionally approved will not trigger any significant adverse
environmental impacts; and,
WHEREAS, staff and the Planning Commission have recommended that a
mitigated negative declaration be issued on the above project.
NOW, THEREFORE, BE IT RESOLVED that the issuance of said Mitigated
Negative Declaration pursuant to the California Environmental Quality Act is
hereby approved, based upon the following findings
1. The project as conditionally approved does not .have the potential to
degrade the quality of the environment, to substantially reduce the
habitat of a fish or wildlife species, cause a fish or wildlife population
to drop below self-sustaining levels, threaten to eliminate a plant or
animal community, reduce the habitat of a fish or wildlife species,
cause a fish or wildlife population to drop below self-sustaining levels,
threaten to eliminate a plant or animal community, reduce the number
or restrict the range of a rare or endangered plant or animal or

eliminate important examples of the major periods of California history
or prehistory .
2. The project, as conditionally approved, does not have the potential to
achieve short-term, to the disadvantage of long-term, environmental
goals .
3. The project, as conditionally approved, does not have impacts which
are individually limited, but cumulatively considerable.
4. The project, as conditionally approved, does not have environmental
effects which will cause substantial adverse effects on human beings,
either directly or indirectly.
5. Any impacts related to the potential archaeological sensitivity of the
site are mitigated through conditions of approval.
6. The traffic impact of this nine-unit subdivision will be slight relative
to the capacity of the existing road network and the impact of the
subdivision will be mitigated through conditions of approval.
7. The potential adverse drainage impacts of the project are adequately
mitigated through conditions of approval.
Under the power and authority conferred upon this Council by the Charter of said City.
