GRANTING ALLOTMENTS FOR 1988
WHEREAS, the City Council has adopted an Interim Growth Management
System (Ord. 1710 N.C.S., Chapter 17.32 of the Petaluma Municipal Code)
establishing the procedure by which residential allotments would be granted
in 1988; and,
WHEREAS, letters of request have been filed for 1988 allotments and these
in combination with other allotment obligations created by the action of the
City Council comprise the total number of allotment requests for this year;
and,
WHEREAS, the maximum number of allotments available in 1988 that will
allow the City to maintain the three-year General Plan limit of 1500 units is
592; and,
WHEREAS, the development community, at the request of the City Council,
has devised a method to address the problem of having more allotment
requests than available allotments for calendar year 1988.
NOW THEREFORE BE IT RESOLVED that the City Council shall hereby
grant allotments for calendar year 1988 in two stages, as follows:
Stage 1 (allotments granted effective upon adoption of this Resolution)

Shelter Hills Village
Country Club Estates II
Meadow Park
Village East III
Muirwood
Project of 5 acres or less;

BE IT FURTHER RESOLVED that Stage 2 of the 1988 allotment process shall
occur at the first regularly scheduled meeting of the City Council in
September, 1988, at which time the Muirwood project will be reviewed to
determine whether or not it has complied with the terms and conditions of
its development agreement with the City that govern its exercise of
allotments granted for 1988. If it is found that said terms and conditions
have not been met, the City Council, by resolution, shall rescind the one
hundred (100) allotments granted to Muirwood in Stage 1 and redistribute
them as follows
Anna's Meadows 19 (balance of project)
Westridge IV 27 (balance of project)
Cader Farms 27
McBail Parcel #137-060-019 27
Total 100 units
BE IT FURTHER RESOLVED that the Council shall direct staff to prepare
the appropriate amendments to the Interim Growth Management System
Ordinance to implement the provisions of this Resolution: particularly, to
establish a time line that will set forth the procedure by which the Cader
Farms and McBail projects can exercise their 1988 allotments.
AND BE IT RESOLVED that the requirements of the California Environmental
Quality Act have been satisfied through specific project environmental
review and the Final Environmental Impact Report of the Petaluma General
Plan .
