RESOLUTION APPROVING RENTER ASSISTANCE PROGRAM
WHEREAS the City of Petaluma has collected "in-lieu" funds from Market
Rate Development to assist in the provision of housing for low and moderate
income persons; and
WHEREAS the City Council has determined that there is a need to assist
households which wish to rent housing but do not have the resources to
pay the normal deposit and last month's rent in advance;
NOW THEREFORE BE IT RESOLVED that the Renter Assistance Program as
amended and attached hereto as Exhibit "A" is hereby adopted; and,
BE IT FURTHER RESOLVED that staff is directed to prepare and distribute
a request for proposals to appropriate agencies who may wish to contract
for administration of this program.

SUBJECT : Renter Assistance Program
I. Program Design
The proposed Ren- ter. Assistance Program would provide a voucher in the
amount of - the last month''s rent and deposit: directly to a landlord who
agrees to rent to .a household on the Renter ,Assistance Program. The
voucher would .g,uarantee payment of :the last month''s rent and. deposit for
the tenant.. In turn,, the tenant would, ag-ree to make mont'hl.y payments
over a period of up to twenty-four months fio the landlord until the
equivalent amount.. of the last month's rent and deposit had. been saved. At
that time, the voucher would be withdrawn by the City. Any interest
accrued .from.. the last month's rent/ deposit "savings account" would be
returned to the tenant as required by law.
In the event the tenant failed to .make a voucher payment and obligation not
satisfactorily made up, the tenant would then be subject to eviction under
the terms of the law.
II. Eligbi-lty:
Income: Only household's whose gross ;annual income is fifty percent (500)
or less of median family income based on cur-rent year HUD County estimate
and .family size would. be eligible. Latest figures are as follows:

In a shared rental situation, total household income will be considered. An
iridividu•al or household can only be assisted 'by :the program once.

Assets:
l.. Total savings should not exceed- $5'.0:0.00 over, and above an
amount needed for first mo_nt-h's rent.
2. Household members cannot own.. ;real property.
3. Household members can own no .more Phan two automobiles .
4. Household members can have no:~ investment (;other than in
No. 1 above) income, e.g, stocks, bonds, IRA's, etc.
Unit. Type./Location:
A household ,must have sufficient sustainable monthly income to satisfactorily
meet rent and utility obligations without exceeding fifty percent (50 0) , of
total gross monthly income.
There is no restriction on the type of dwelling rented, e. g. single-family
home, apartment, accessory dwelling. However,. the -unit must be in the
City Limits. A tenant renting from a' relative is not eligible for this
program.
The unit for which a household seeks assistance should be large enough to
adequately meet its needs, but not larger than. its needs would dictate. No
exceptional assistance will be provided to permit a household to maintain
pets or other optional "life style" accessories, e.g. water beds.
III. Selection Proritiess
Residence/Place of Employment
Preference will b,e given to current residents of Petaluma. Second priority
shall'be households with member-s working, in Petaluma.
.Household .Type
Preference will be given: as follows';:. 1) single. 'paren.t households with minor
dependents or dependent elderly 'members who reside in the home at least
50$ of the time, 2)' one or two .person households whose .memb.ers are over
60 years. of age, 3) households with children, and more than one adult
'member, 4-)` single p'eraon households.
IV . Funding :.
This "program will receive initial funding ,for• up to $50, 000.00 from.. City
in'--lieu furnds from' th"e 1989-'88 Fiscal Year. Maximum assistance avai°Tab e to
'any houselol'd ~is $l, 000..0'0. Ongoing pro.gram> funding may be p:ro-vded in
future fiscal years.
V . Adm•n~istrat-ion :
The -prog-ram wil b:e administered under contract with an agency which is
already experienced in the delivery of ;social or housing ser--vices to lower
income `per'sons:,. A reques for proposals will be sent to identifiable
ag.enc'ea which might be interested in administering the program. Any

proposal will have to provide for operation of an office in Petaluma even if
only on a part-time basis.
VI. Administrative Regulations:
As part of the development of administrative capacity to operate this
program, additional regulations ma.y have to be developed. .Any such.
regulations .shall be :reviewed axid approved by the: City Council.
