'-.E. -Capital Projects Manager SUBJECT: Resolution Authorizin g Award of Contract for the Wilmington Pump Station Upgrade Project RECOMMENDATION i It is recommended that the City Council approve the attached resolution authorizing the award of contract for the Wilmington Pump Station Upgrade Project:. BACKGROUND The Wilmington Pump Stationis located at thexintersection of Wilmington Drive and Holly Lane directly adjacent to Lynch Creek. The project location is shown,onAttachment 2. The station pumps wastewater from the north.end-of Petaluma as well as portions of Penngrove to a gravity sewer line in,Madison Street, which flows to the City's Primary Influent Pump Stational Hopper Street where it is pumped to the Ellis Creek Water Recycling Facility. The:pump station was built in 1962 and had a minor upgrade in 1995_`The station is experiencing repeated failures requiring significant attention'by maintenance personnel. This critical pump station is not operating at an acceptable level of service and does not meet the system needs:_ Structural, mechanical, and electrical improvements are necessary to meet flow capacity, reliability, safety, and maintenance requirements. The Wilmington Pump Station improvement project includes architectural, structural, mechanical, electrical equipment, and instrument control improvements to the existing pump station. The projecfwill also include construction•of an odorcontrol unit, installation of a new emergency power generator, replacement of fencing, and installation`of landscaping to enhance the site aesthetics given,its locationwithin a'residential.neighborhood. The Notice Inviting_Bids,was issued onMarch'28,,2012. On May 15, 2013, six bids were received as follows: • Name of Bidder Bid Total West Bay Builders • $1,358000 Lowest Responsible Bidder Meyers&;Sons'Construction, LP $1,367,850. Pacific Infrastructure Corp. $1,394,000 Valentine Corporation $.1'-,469;369 Clyde G Steagall, Inc. $1,578,865 Hess Construction Co, Inc. $1,704,150 Engineer's Estimate $1,558,000 The lowest responsible bidder, WestBay Builders, has:performed similar projects for the City of Millbrae, San Mateo, and the City and County of San Francisco.-Staff verified that West Bay Builders possesses a valid Class•A California Contractor's License, license number 626859, which expires on August 3,1, 2013, that qualifies West Bay Builders to perform the work. • Construction is scheduled to begin in July of 2013 and to be completed in March of 2014. It is anticipated that construction management will be conducted by City staff with assistance by an outside consultant. Some inspection services and engineering,support will be performed by an outside consultant. FINANCIAL IMPACTS The total project budget for the Wilmington Pump Station Upgrades Project'(C00501400) is $2,808,000'and approximately $285,000,has been expended to date for planning, pre- engineering, assessments and design: The,actual construction costs are less than originally budgeted due to a favorableabidding climate. West Bay'Builders' bid of$1,358,000 is within the approved CIP budgeted amount of$1,500,000 for construction,contract"phase. Any unused funds will remain in the project account until project closeout;.at which time balance will be returned to the Wastewater Capital Fund. ATTACHMENTS. I. Resolution 2. Location Map 2 • • • Attachment 1 • RESOLUTION AUTHORIZING THE AWARD OF CONTRACT FOR THE WILMINGTON`PUMP STATION UPGRADE PROJECT WHEREAS, city staff has prepared construction bid documents and advertised for construction this project; and WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162:and other applicable law, City staff solicited bids for the Project; and WHEREAS, the project was bid;on March.28,12013, and six (6) bids were received and opened on May 15, 2013 in accordance with applicable law; and WHEREAS,the lowest responsive:bid for the Project was submitted by West Bay Builders from Novato, CA for $1,358,000; and, WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for the Project; and WHEREAS, staff has verified:that West Bay Builders°possessesia valid California Contractor's License, Class A, number 626859 that qualifies:West Bay Builders to perform the Project; and WHEREAS, the Project categoricallyexempt t pursuant to California Environmental Quality Act('CEQA") and Title 14, the.California Code of Regulations ("CEQA Guidelines"), Section 15302, because the project consists of replacement and reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. WHEREAS, the funds made available are in the 2012/2013 wastewater CIP budget; and NOW, THEREFORE; BE IT RESOLVED that the City Council of the City hereby: 1-. In accordance with the City of PetalumasCharter and Municipal Code, California Public Contract Code Section 201 62,and otherapplicable law, waives any and all non- conformance in the bid of West Bay,Builders for the Wilmington Pump Station Upgrade Project, Project No. C00501400, finds the bid of$1,358,000 to be the lowest, responsive bid and further finds,that West Bay Builders is the lowest responsible bidder. 2. Awards the contract for the Wilmington Pump Station Upgrade Project, Project No C00503460'to West Bay Builders'in the;amountof$1,358,000, the amount of the lowest responsive bid;;conditioned on West Bay Builders timely executing the project contract and submitting all required documents, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 3. Directs staff to issue a notice of award to West Bay Builders. 3 1 4. Authorizes and directs the City Manager to execute the project contract on behalf of the City of Petaluma upon timely submission by West Bay Builders of the signed project contract and all other required document, including but not limited to, executed bonds, certificates of insurance, and endorsements, in accordance with the project bid documents. 4 Attachment 2 ATTACHMENT 3 • WILMINGTON.
